air cooling is better for the most part unless you're going for aesthetics. Considering performance, noise and aesthetics, the Dark Rock Pro 4 is very good but you can go cheaper if needed (also, if you are planning to go for that cooler, make sure your case has sufficient clearance as it a big heatsink)

Its a little cheaper, but could get the job done. Also if I do get the 3900, i think I would want to splurge the savings on cooling. My last mobo got fried and so I am as vigilant as ever on cooling.

I personally went with the BeQuiet! pro4 https://www.amazon.com/quiet-Dark-Rock-BK022-Cooler/dp/B07BY6F8D9 Its cheaper than AIO it's basically silent...you would need a case that has good/great airflow if you are going to OC. My i99K temps playing BFV are around 58-60C under load.

Literally whatever the biggest CPU cooler you can fit that you like would be quieter, since you should be able to run the fans slower if you have way more mass/fins. Especially if you are running a non-top of the line CPU. If you are running something like a 3900x or 9900K then you might want to consider and AIO with higher quality fans.

Honestly no. The Gammax 400 is definitely a budget cooler and while it does outperform the stock intel cooler, it's not by much.
The i5-9600k is a toasty CPU already, not becasue it has tons of CPU cores, but because it's base clock is already 3.7GHz, where even the i7-9700k, and the i9-9900k are running a base frequency of 3.6GHz - This contributes more to overall thermal output than the total number of cores do.
Your Turbo boost is little lower at 4.6GHz to the i7-9700k's 3.9GHz, but that's honestly not going to make a ton of difference in most games. Maybe a few extra FPS - and by a few extra I mean in the single digits. If even that.
Now, better is better, but unless you are using your PC to make money, by rendering, encoding, or compiling, AND you turn the 2 minutes of time you save by going from 4.6GHz to 48GHz (example) into more money - than I don't know why you would need to overclock to begin with.
If you do want or need to push that GPU further for some reason, I would recommend a much more efficient air solution like something from Noctua or BeQuiet!.

Both of these coolers are excellent for overlockers that don't want the added pump noise and failure points of an AIO or custom loop.

If you don't plan on OCing the 9900k that would work but it'd probably be quickly outpaced with any significant ocing.
For a 9900k oc on air i'd go with a NH-D15 or Dark Rock 4 Pro
If you got room for or desire an AIO then a good 280mm or 360mm should be fine. They all use pretty much the same asetek pumps.

Not super great, but I’m very skeptical your selected cooler would overclock any better. Also, in general you probably won’t manually overclock the chip, you’ll make sure pbo and some other setting are enabled and the chip will overclock itself - which, yes is reliant on a good cooler.

You NEED an ssd. Get a 240 gig one for 30-40 and don't get the Samsung one, overpriced but really fast. You don't need the aio, normal air cooler will be fine. If you want to be a baller this one is really widely known and quiet!. this one is also really good but just not as widely known.

Get the most powerful processor you can and buy either This or This. Both of them are top tier cpu coolers which are known for their performance and quietness. Even if they are not silent enough for you, There are cases made especially for quietness(Coolermaster silencio series , This define r5 case or there are more) which you can buy. First try the cpu cooler thing.

Why would you feel uncomfortable putting on the stock cooler? OP said that they won't be overclocking. If the cooler wasn't suitable, AMD wouldn't include it in the box. Have a look at these;

Ah, if it's an AIO, the pump is probably dead. I don't know what type of warranties IBP has but I'd recommend buying an air cooler on Amazon so that you can quickly go back to using your PC.

I would say if you plan to keep the stock clocks on the processor, something like the Noctua NH-D15 or the Be Quiet Dark Rock Pro 4 would be suitable. If you're into the look of AIO's, something like a Corsair H115i Pro or a NZXT Kraken (240mm or 280mm shouldn't make too much of a difference, just whatever fits your case the best) will do. If you're planning to overclock, you'll probably want something beefier like a 360mm AIO, if they fit the case you're currently using.

Generally the competitve shooter games like valorant/cs/ow are more CPU bound so better single core performance will help with frames, but you should be able to get 200+ easily.

If you want to spend a bit more and still well within budget this will give you a nice fps boost over the 2600, since zen 2 improved single core alot, and a bit more future proof for upgrades. 3600 comes with a cooler, if you want to overclock i'd recommend the h212 black for the cheaper end (should still be able to get a decent overclock with this) and either the dark rock pro 4 or noctua nh-d15
