After spending ~$10 on air cans each time I needed more, and dealing with only being able to dust for a few seconds before the can gets cold and loses air pressure, I said fuck it and got this really good XPower duster for ~$50 instead.
No regrets, this thing will last way longer than $50 worth of air cans and it works way better.

I've got one of these, and it's the best thing since sliced bread. It comes with two sizes of antistatic brush tips which work fantastic for getting dust out of tight spots. I used it on a dusty old GPU backside and it came completely clean. I'm tbh super impressed with this thing.

It works amazingly well to dust PC's. The fiancee uses on blinds and the ceiling when it gets little cobwebs too. It's been very hand to have around. And it blows out air much faster then you would imagine it could, blows better then canned air by a long shot.

It will come out and freeze, it’s not good for your components to rapidly cool and warm backup, many components use ceramics which can crack. Overall it’s usually not a big deal if you accidentally do it it won’t mess anything up.
Don’t try to restore your PC to like new condition if the can isn’t working from 6 inches away, then that dust stays, if you get close enough and if the can is new enough and the air comes out fast enough it is possible you might blow small components off the board (like 5% chance, but still...). More of an issue when folks use big air compressors but still something to keep in mind.

That's a decent price for a cordless air duster. You can get one for around 50 USD, if you are OK with a cord. I am not sure how effective it is, since I don't personally use air dusters for cleaning. I imagine you would have to do it regularly (every couple weeks?) or it would stick to the surface too much?
And you are right that compressed "air" is harmful, but it is the primary component; the "air". The "air" in all current gas dusters use some form of chlorofluorocarbon, specifically a fluoroethane variant; because they liquefy at room temperature and moderate pressure, allowing significant gas storage at a cheap price. That's why it gets cold when you use it, because the phase transformation consumes a lot of heat. But CFCs are greenhouse gasses. They are reasonable to use in refrigerators because you don't lose it during normal fridge operation. However, gas dusters just spray it directly into the air.

No idea about electric pumps, but vacuums are generally not recommended for PCs because they can generate static electricity.
Air compressors (the kinda you use with nail guns and other tools) are also not recommended because they can push moisture onto the components.
Cans of compressed air are the best. Or an Electric Duster designed specifically for electronic components:

I got one of these. Way more output than a can of compressed air, even on the low setting. Unlike a leaf blower, it has a bunch of attachments for different purposes, too.

Compressed air is a waste of money as you have to keep buying them and the pressure is just ok.
Use this on the low setting and never blow on fans for too long as they may break. Just clean in short bursts. This thing works perfect.

The XPOWER A-2 Airrow Pro is my recommendation. It's much stronger and much cheaper than canned air.
Just hold down fans with the other hand while your blowing, not letting them spin. And don't go too close to the blades. They could snap. It's really a powerful duster.

You should never overspin your fans. When you blow compressed air in your vents it acts more or less like a car turbo and spins your internal fans super fast. You will notice a whine that increases in volume/pitch the longer you blow on them. At that point you're causing damage, as they are engineered to only spin so fast. If you do just a quick burst, held a little farther away you should be fine though, just wait for your fans to stop before the next burst. This might also cause more issues and force dust deeper into places it might cause more harm.
Best practice is to remove panels and hold fans in place while dusting them out. Do this as often as you want, but definitely by the time you notice decreased thermal performance. I dust my gear every month or two. One of these will save you $$$ in the long run:

My computer's small and on top of my desk, so I just dust it off a couple of times a month.
For other peoples computers, I use a blower. I make sure to keep a reasonable distance, and I try not to blow on one spot for too long. I also use a stick to hold the fans.

I'm sort of curious as to what type of vacuum you used. I don't use a vac to clean my PC. I take it outside, throw an old towel down on the ground so it doesn't scrape against concrete, and then I use something like this:

Thanks everyone for the help! I bought a heavy duty duster (https://www.amazon.com/XPOWER-Airrow-Multi-Use-Electric-Computer/dp/B01BI4UQK0) and replaced the fan (provided by Intel). The device functions much, much better now. The video camera issues are gone – works flawlessly.
I will make it a point to dust more regularly now.
