you can definitely find some keyboards for that price range, but if bumping it up to 50 dollars is a possibility I'd recommend the RK61 since it's a great budget option with good quality for the price. It has customizable lighting and Bluetooth. Here's a good showcase of the keyboard.
You'll need to decide on which switches you want to get, on amazon you can get it with red, brown or blue switches, and it all comes down to preference. Have you used a mk before?

well i think i got a different one because mine is supposed to be blue LED when i plug it in, i've tried plugged in switched to off and bluetooh switched to on but not even the LED light will work. Budget Keyboard: Royal Kludge 61, non rgb version, white keyboard
Keycaps: amazon Japanese esk keys
The rk61 comes with white or black keycaps default, but if you want them to be japanese esk using a keycap replacement set like this is likely your best best.
Note the version above has only one backlight color, you can get a version with multiple colored lights (RGB lights) here, bit more expensive. rk 61 rgb white keys and body, blue switches

That's just a standard 60% keyboard. Nothing special or different about it. The shifting you're talking about is just the standard layout/spacing of an ANSI layout.
It's got a low-profile case where the keycaps appear to be "floating" as opposed to a high-profile case where you can't see the tops of the switches.
There are several similar keyboards like this available from the Poker II and POK3R to the ANNE PRO which is a wireless model. There's also a white version of the Ducky One 2 Mini. On Amazon you could grab an RK61.
Hope that gives you some options to think about! I've only ever owned the Poker II and POK3R so I can't speak for the other keyboards I linked. The ANNE PRO is a popular choice around this sub if you're after a wireless 60%.
