So, this is not the cheapest option, but the Phanteks Neon strips look sooo good. IMO the diffusion is so much better than the cheaper light strips where you can see each individual led node.

Dunno about UK availability and prices but these ones are great and daisy-chainable if you want even more. Much better light quality because of the diffuser.
e: If you can cut the strips and they still work, then you can probably solder them btw.

Not sure if you have headers for those, but Phanteks Neon strip is 2x 40cm for $40ish, and imo this kit looks better than traditional led strips. Plenty of reviews on YT to check out the effect.

To back up what others have said, I'd reccomend you offer to buy him one of his parts within your budget. If getting all the pieces is going to take a while offer to get him his RAM or SSD (at least an additional one for storage, he may be particular about his boot drive)
If he wants to do RGB, I can definitely recommend Phanteks Neon RGB Strips. I just got this exact combo set for my new build and they are super versatile and come with all the mounts you probably need. I'm 90% sure the motherboard he gets will have a "Digital RGB header" but if you want to check beforehand, that's how these are recommended to connect. This can easily be found on a manufacturer's website for the board, under specs.
Either way, the Phanteks are just ~$25 after tax and would be a great surprise gift if you still want to surprise him. And it adds a creative flair to his build, not just getting a needed part!

The fans are PcCooler from Amazon. I’m controlling them via pwm header on my motherboard, the rgb is being powered via their molex powered controller. The led strips are Phanteks Neon , they’re 5v 3 pin argb and being powered and controlled via my motherboard.

Looks like that board only has two ARGB (3-pin) headers so if you want to hook up 10 fans, you'll need enough fan hubs to occupy them. Looks like the QL120 kits comes with a lighting node that holds a maximum of 6 fans, so 2 of those should be enough for 10 fans, with each node hooking up to one of the 3-pin ARGB headers. You should be able to control fan lighting using Corsair iCUE software. Note that this is just for turning on the lights on your fans, so you may need some PWM splitters to make all of your fans spin.
If, however you want more ARGB components, you'll need a 3-pin splitter to essentially "create" more ARGB headers, so keep that in mind.
Also, if you're looking for max RGB, I'd recommend the Phanteks RGB Strip. You can control it in ASUS Armoury Crate via a 3-pin ARGB connection. Flexible and easy to stick anywhere you want, I use it in my build. Light is diffused well and not obnoxious.

I just bought this but I haven't installed it yet. You can find a lot of posts about it. They have another option available as well. One that is longer
The one I got is two separate strips opposed to the single longer strip. Another company makes this one works with a SATA connector. You can watch reviews on these style of strips and see if it's towards your liking.

The rainbow effect is always shown in marketing but you can use your own colors (in pc led strips) as long as you either use software on the pc or a controller (I recommend software for specific colors) As for which strips to buy (for the inside of the pc anyway) refer to the paragraph below.
There are two different types of rgb, "RGB" and "aRGB/dRGB". An aRGB strip (or dRGB depending on how the manufacturer names it but the same thing) is a led strip where you can change each individual led's color at the same time, (for example the first led is purple, the second is blue and the third is pink etc) a RGB strip is a led strip that can only change every single led's color at the same time (so every led can only be purple or blue not one led purple and the next one blue) there are also neon strips which are aRGB strips but in a tube to give the same effect as neon signs, aRGB is good for patterns or a line of different colors while RGB is good for just flowing through different full colors.
For fans it's basically the same thing.

I'm hoping to give a detail of my experience as this is my first time doing an RGB build. So rather then just post a photo, I would like to share issues I ran into and how I got around them. I'm hoping to help others that are interested in RGB, and maybe people in the comment section will have their own advice.
My build had a Lian Li, and I have some advice for Lian Li Dynamic XL builders BUT there are several points of advice I'll give anyone doing a corsair build.
- When you get RGB with controllers, it won't just be a few extra plugs to plug in. Depending on what RGB brand you with, this will introduce a huge mess.
- Diagrams to understand connections better. In particular, Corsair has a number of ways to connect their fans, LED strips, etc. The easiest way to understand this is by googling "Corsair Commander Diagram," you'll get images like this one. https://i.imgur.com/QaJwdUK.jpg
- Fan headache. Here's the headache, when you connect the fans they're connected in series. One fan has to pass the information to the next. If a fan is broken or not working properly, it may light up or not light up at all. Even if it lights up, it might not pass the information to the next fan in the series.
- If you find that a fan isn't turning on, it can be caused by the fan in front of it! Not the fan itself? If fan #4 isn't lighting up, it can be caused by fan#3! Swap them and they might both work now!
- My wiring management started off great until one fan was not working correctly. This caused jumbled mess you see here because I had to take it all apart. I decided to just leave it as is. https://imgur.com/CoREVao
- Get non corsair LED strips to work with corsair. I personally like the phanteks neon digital light strips the most. They use a silicone diffuser which distributes the lights better. Problem is, they're setup as aRGB 5V. You can use the following adapter to connect them into a Corsair lightning node pro. BUT! Only 1m strip will work max per a connection. So I have two strips, I had to use adapters and two connections to the lightning node pro.
- This should allow you to control your strips using iCUE
- This reduces the number of RGB programs you have to run and allows better syncing
- This also allows you to escape away from Corsair's products since they don't want to support aRGB strips from other companies
- Extra storage to hide wiring in Lian Li Dynamic. The Lian Li dynamic drive bays are actually worth leaving in. They allow you to shove the extra controllers and wires in there. Also, for XL users, don't forget you can remove the SATA cables and reuse them later!
- The drive bags can house controllers and other wires
- For the XL, you can remove the SATA cables this is great because they can be reused like so
The nice thing about the Lian Li cases, they have a nice cover that covers the whole mess. If you use the drive bays as I advised, no wires should be shown. :) https://imgur.com/rmb4ApE
