Scythe Fuma 2 is on Amazon for $59 and doesn’t cover your RAM, is quieter, and within a few degrees at most with this for $40 less, highly recommend checking out some reviews of that if you’re looking seriously at this.

All of the performance of the Noctua but $40 cheaper. Although you can use the Noctua forever because they'll send you mounting hardware for anything for free, so you can use it on all future systems.

Undervolt or use ECO Mode in the bios. 84 C wont hurt the chip you could save some money and get a cheaper cooler. A Fuma 2 is $60 on Amazon and performs close to the Noctua.

I know this has rgb which some people really like. :) But they are both pretty comparable to the d15 for must CPUs (maybe not forthe highest end hedt platforms)

If you're not feeling spendy, /r/buildapcsales goes nuts over the ID-COOLING SE-224-XT Basic CPU Cooler for its value proposition.
If you're feeling a bit more spendy, the Scythe Fuma2 is a great performer as well. I put that Scythe Fuma2 in a build for a friend and it indeed, does the job. Looped Cinebench R20's kept it slightly warmer than my 280mm AIO cooler.
Your PCPartPicker link is set to private, so we don't know what you're using. I used a Ryzen7 3700X for the Fuma, and I'm going to replace my dad's R5-3600 with the ID-Cooling unit.

The Noctua NH-D15 is still heavily favored as the "King" of the air coolers as well.

Any big cooler will work.
I recommend the Scythe Fuma 2.
You can also do the Scythe Mugen.
The bequiet! Dark Rock Pro 4 and Noctua ND-H15 are the top of the line.
You can also go for liquid cooling. The Arctic Liquid Freezer is the best bang-for-the-buck. 240 or 280 are great (should be $120 USD - don't pay more).

The TUF version has the same VRM setup as the Prime X570-P. Look at the board features to see if the price jump is worth it (USB ports, PCI-E slots, SATA ports ect.)
If the cooler you have is compatible with AM4, which it probably isn't, I would just reuse it. It's a decent enough cooler to get the CPU to boost properly.

No worries. What are you trying to do with it?
If you're just trying to run it at stock settings with Intel spec power limits then pretty much any $20-$40 air cooler would work. But they likely won't be that aesthetically pleasing and it'll run a little warm.
if you're looking to overclock your cpu and unlock the power limit then you'll probably need a higher end air cooler like an NH-D15 / Dark Rock Pro 4 or an AIO like the Arctic Liquid Freezer 240 which is the current bang for the buck aio I would argue. It just doesn't look as good as the NZXT / Corsair ones though.
I personally use a Kraken X53 on my 10700k (OC'd and unlocked power limit) and it does extremely well. But I built my system when the Arctic AIOs were out of stock.
My personal favorite overall bang for the buck cooler though is the Scythe Fuma 2 for $60. It won't cool as well as the $100 air coolers at higher OC / power draw since it simply doesn't have the physical mass. But it gets pretty close, the stock fans are silent, and has really good compatibility with ram and cases.

Thanks for all the help. Ordered CPU, MOBO and Ram. Decided to go with 8gb x 2 Crucial sports LT 3200cL16 at 75$ with delivery in 4 days with cpu and MOBO. As 16GB is sufficient for me right now in my current system and have heard 8gb overclocks slightly better than 16GB. Can upgrade in few years and sell these if needed.

I don't mind buying either as I saved more money on RAM for now or waiting a little longer as I can manage with stock cooler till then. What do you think?

Replaced CPU Cooler with a highly rated competitor. Heatsink performance is the same but the fan of the Arctic has been rated to be almost equal in performance/noise to the newest Noctua AF-12 fans, which are rated better than their older Noctua NF-12 fans that the NH-u9s comes with. Arctic is also cheaper. They have different colors as well if you're interested in it. If you want to spend more money, the scythe fuma 2 is my next recommendation https://www.amazon.com/Original-Design-Towers-Cooler-SCFM-2000/dp/B07QMK5R45 (comparable to a Noctua DH-15 a $100+ air cooler)
Replaced motherboard with a motherboard with wifi/bluetooth. Although you may never use wifi or bluetooth as you may be hardwired, the access to wifi/bluetooth is very helpful. You can use the PC as a wireless hotspot, connect to bluetooth keyboards/microphones/headphones/ Xbox controllers, etc. The wireless/bluetooth itself is already normally a $30 add-on if you get a quality one.
Replaced ram with low profile ram, just for future builds/compatibility. No need for crazy heatsinks.
Replaced storage choice with two options. Pick one and delete the other.
Video card: Found a cheaper 2070 super, still from EVGA
PSU: Extra money for a 750 watt is worth it as you can upgrade your components in the future without worrying about bottle necking.
Overall price of mine (after removing the nvm.e or ssd) is about $1213 or so

LGA1200 is compatible with LGA115x cooler mounts. The NH-U12A is great, but is expensive. For about half the price but only 5% worse performance, I'd look at the Scythe Fuma 2.
Edit: If you don't plan on OCing, the Hyper 212 is probably the least expensive decent option, but is a bit noisier and performs 5-8 C worse than the Fuma 2 on average.

Actually after doing some research, I’d definitely go with the 3600 MHz CL 16 kit, as this video shows a comparison between 3600 MHz CL 16 and 3200 MHz CL 14, and the 3600 MHz kit pulls more FPS in every single title, except a few where they tied. I’ll take $30 less money for more gaming performance every single time lol
EDIT: forgot to mention that if you are interested in increasing the budget by a few dollars, I’d definitely invest in an aftermarket CPU cooler like this one or this one, or I’d get a 2 TB HDD like this one.
