Cooler Master Hyper 212 Black Edition is a great budget option that I've used for two builds in the past. Installing it is a bit tricky.

Noctua NH-U12S is more expensive then the 212, but has a better fan which will also be quieter. From my understanding it also has a better mounting mechanism then the 212.

Not sure if I'd recommend an AIO at this price point. My gut says get the U12S.

Few things:

That motherboard's more than you need, the 10400 is not overclockable. You might want to consider a cheaper motherboard.

You don't need two CPU coolers. Pick one, water or air cooling. I personally would choose air cooling, here is what I would choose instead.

You don't need 3600MHz RAM for an Intel system. 2666MHz is plenty.

Decent power supply; good choice.

The 970 EVO is overpriced. You will not notice the real-world difference of an NVME, consider the WD Blue SATA SSD.

Put the money you saved on the other components I mentioned into a better video card.

The 26liter cases are in an odd spot where they'll fit full size components, but won't get full size cooling.

You'll probably want to get an SFX PSU just for the GPU cooling benefits.

I'd recommend you consider something a bit bigger than the NH-U9S for the i7-9700k. Especially since your case is not restricted in size to fit stuff with much better cooling capacity.

Budget-wise, for a few dollars more you can get the NH-U12, which uses 120mm fans. This will give you a bit more cooling capability.

It would be better but thats completely overkill. Something is wrong when you are nearly spending more on your cooler for your CPU than the CPU itself.

I'd suggest getting a different brand of 2070S; EVGA or something. Gotcha. There are plenty of great air coolers on the market. My recommendation would be something from Noctua or Arctic. An AIO liquid cooler from Corsair or NZXT would also be great if you are willing to spend a little more. Water coolers don't really outperform similarly priced air coolers, but they can be quieter and have the benefit of looks.

Edit: Also, Ryzen Master is great for testing different settings or using it to increment clocks to see what's stable, but I would default to setting voltages and clocks in the BIOS. HWInfo is an excellent tool, was just checking because some monitoring tools can misrepresent voltages. Weird that you didn't see more of a reduction with undervolting. You may want to try setting a PPT limit for now to get your chip running a little cooler. You'll lose a bit of performance, but it's probably better till you get better cooling.

1. Manual overclocking is not recommended with Ryzen 3000, but it is possible. Read the /r/overclocking wiki if you want more information.

2. (and 3) Ryzen 3000 CPUs boost the same way GPUs do. They see 3 limits: Power, Temperature, and Voltage. If they're under all of those limits, it will boost higher. Using the stock cooler means the temperature limit is going to be much more restrictive, so if you put a stronger cooler on your CPU, it will boost higher until it reaches the power or voltage limits. The 4.2GHz boost that your CPU can hit is not across all 6 cores at the same time. When you run an application that only loads one core, like Cinebench 1 thread, it will boost to that 4.2GHz until it reaches one of the limits mentioned before. If you run all 6 cores it will try to boost them as high as it can while staying in the Power/Temp/Voltage limits.

4. Latency below 70ns is fine. Try to push your RAM as hard as you can. This is a long video where Buildzoid overclocks some Hynix memory (should be CJR or DJR, not much difference). Make sure if you OC your RAM that it is 10000000% stable. Unstable RAM can corrupt data, including very important data like your OS.

5. You shouldn't need to change the stock thermal paste. Change your cooler instead. Something like the Noctua U-12S should be good enough.

As for AIOs, most of them are made by the same company (Asetek) so anything from Corsair or NZXT comes down to aesthetics really. The absolute best AIOs on the market right now are from Arctic or the new one from EK.

As for my recommendations, I think for your chip a good air cooler would be the perfect fit. Air coolers are overall more reliable than AIOs due to having less moving parts. I haven't even had an AIO leak but I have had a pump fail. Noctua coolers also have the added benefit of being quieter than any AIO because the fans are better than most you can get on an AIO and there being no pump noise.

I do t think they have one comparable to the 212. But the 212 Black is a very nice looking cooler that is budget friendly and works much better than the stock one. I would go with that if I were you. Also depending on where you live the Scythe coolers are supposed to be good

I'm planning on buying more case fans. Right now I am using the two (120mm) fans that came pre-installed with my case ( http://us.coolermaster.com/product/Detail/case/MasterBox-Series/masterbox-nr600.html )

I have a few questions:

  1. This is the cooler I'm using ( https://www.amazon.com/Noctua-NH-U12S-Premium-Cooler-NF-F12/dp/B00C9EYVGY/ ). It currently only has one fan attached to it (nocuta nf f-12). Would I gain anything from adding another fan to the cooler. And if I were to add another fan to the cooler, is there any problem with adding another brand of fan?
  2. Currently I only have two fans. What would be the most optimal amount fans I should purchase? My case can support 1 x 120mm rear, 2x 120mm/140mm top, and 3x 120mm/2x 140mm front. Would buying just two extra fans make a big difference? Or would I have to fill every slot with fans.
  3. Any recommendations on fans? I was thinking of going with arctic p14 but was wondering if there are any other brands I should be looking at. I'd like to save money (why I'm not just buying more noctua fans) but I'd also like the fans to be pwm capable

I watercool my 3900x, but there are many air cooled possibilities; famously the best performance cooling is Noctua brand. The $60 Noctua NH-U12S fits the 3900x and should be fine without overclocking. (For overclocking they have the related $100 Noctua NH-U12A).

Noctua is also (in-)famous for their tan and brown colors, which don't matter if you don't have a tempered glass side panel for RGB, and in any case are a badge of pride for its devotees for having bought the best brand -- but last year they finally came out with plain black ("Chromax") products for those who care. I think those tend to be sold out, though.

Aside from Noctua, there is never any single brand that everyone agrees is best, but there are lots of good brands, and most are cheaper than Noctua.

For fans in general, Arctic is an excellent brand that is almost as good as Noctua fans, but sharply cheaper. I haven't checked out their cpu fans in particular, though.
