I wouldn’t worry about idle temps. I wouldn’t tweak for idle temps either unless you are seeing 50c idle. A ramping of the temp even at idle is normal. 35c jump to 45c for seemingly no reason and then back to 35c almost immediately. Completely normal. Run a couple cinebench C20’s back to back. Make sure temps seem alright (70’s or so). Obviously a prime 95 will hit 80’s on a stock cooler.
If you feel the need to not run a stock cooler and there’s obviously something wrong with the water cooler, look into a scythe mugen 5 rev b. $48 or so, and a hell of an air cooler. Basically silent and it keeps my sons 3600x at mid 60’s even in back to back to back c20 runs

Exactly, how many people really need an 8 port 10gb router that is also fanless? A passively cooled router still needs to be kept in a cool environment with decent airflow. With multiple 10Gb connections it is probably going straight into a rack with the rest of the equipment so why care if it makes a little noise? The rig I built has a massive heatsink (Mugen 5) with a 120mm fan attached running at a low rpm. The machine is whisper quiet under normal load but has the ability to regulate the temperature as needed to protect the CPU from overheating.

Then I think the Arctic Freezer 34 eSports duo, the Scythe Fuma 2, or Scythe Mugen 5 rev b would be the best choices. But it seems the Arctic is currently trending at $49, as the price varies depending on how much stock is in the US at the time. It is usually 35 when supply issues aren't present.
The Scythe Mugen 5 Rev b is a nice looking single fan cooler that is quite potent but not absolutely massive like the other two. It is currently $46.50 on Amazon, and is one of my favorite coolers. It is also nice and offset from the RAM slots for even really tall RAM.

A 3600 should be enough, and you can get those for $175 new if you check r/buildapcsales regularly. Scythe Mugen is a great cooler for it.

First, don't bother buying extra thermal paste. At most, it makes a 1-2C difference in temps. Use the thermal paste that comes with the cooler

I got the U12S Chromax for my wife's "budget" build (it ended up being more than I originally planned, but not too bad; she wanted a very simple aesthetic and this cooler fit the build way too well and works awesome). I have a higher performance (and cheaper) cooler in my rig, the Scythe Fuma 2.
I got her 3600 in a bundle with her B450 Gaming Pro Carbon AC and her 970 Evo 1TB storage; it's hard to beat those bundles. My build also was a bundle. However, both these bundles offered choices (pretty much any Ryzen 3000 would qualify, and many motherboards and storage options to choose from).

It will work, but poorly . You are buying a $350 processor at least buy something like a Scythe Mugen 5 for less noise, lower temps, and higher performance, all stock coolers (Intel & AMD) are crap compared to a good aftermarket air cooler. Those stock coolers are best for machines that run a web browser, email, MS Word, and not much else. Something intensive it's gonna get hot and loud with stock cooler.

Couple of thoughts on the AMD Ryzen 5000 presentation today.

The price hikes are ambitious and are larger than the AMD marketing team wants you to think they are. On paper, the four 5000-series chips are priced $50 higher than their 3000-series counterparts. But on a core-for-core basis, the price hikes are more substantial. The 6-core is 50% more expensive now, at $300 for the 5600X from $200 for the 3600. The 8-core is similarly 50% more expensive, now $450 from $300. These are big price jumps for traditionally price-conscious AMD buyers.

The higher core-count chips will ship without an included in-box CPU cooler. As such, the effective price hike isn't $50, it's closer to $80-$100. A 3700X cost $300 and included a cooler. A 5800X costs $450, plus another $50 for a decent cooler.

The lack of an affordable 8-core chip stands out to me. Gamers are freaking out (unreasonably, in my view) over the 8-core chips present in the PS5 and XboX Series X. There's a huge demand for an 8-core on PC for insurance. But the Zen3 8-core costs $450 -- more than an entire PS5 Digital Edition. C'mon, Jack.

So the lack of a cheap 8-core seems like an odd mistake. On the other hand, recall that there are AMD chips inside the PS5 and XBSX, so AMD doesn't really care which one you buy either way.

Historically the $200 price point has been important for AMD. I would expect something to slot in that price in the near future -- perhaps a quad-core 5300X?

The architectural improvements are impressive on both a technical and substantive level. These chips are fast, which is why AMD is pricing them like premium products. These are great pieces of silicon, priced ambitiously.
Personal thoughts, and what changes in my build plans going forward:

I wanted to spend $300 on an 8-core. I have no interest in spending $300 on a 6-core, and very little interest in spending $450 for an 8-core. So I might be stuck spending $550 on a 12-core. The Zen3 8-core is just extremely poorly positioned in terms of price.

The new chips are have a 105W TDP power design, up from 65W on the 3000-series chips. So I need to double-check that my desired motherboard can handle the higher power delivery requirements. If it can't, add another $30-$50 for a motherboard with better cooling, but worse connectivity.

AMD CPUs no longer come with in-box coolers, so I have to budget for an aftermarket cooler. That'll be $50 to $100.

I'm not an expert on cooler / cpu socket compatibility, but in my experience if the advertised compatibility includes your CPU type on the cooler it's fine.

Just get a cheap aftermarket cooler and at least one case intake and exhaust. You can do more, and I err toward more intakes than exhaust for positive case pressure, but if your budget is tight, bare minimum would be two case fans (one intake, one exhaust) and a CPU cooler. On a budget, a Scythe Mugen is a great choice for the CPU. Maybe even overkill for that 8100.

Get a Scythe Mugen 5 for about $48 if it will fit in your rig. Works wonders on temps, and is comparable performance to some of the other big boy air coolers for fraction of the cost.

This thing is dummy quiet even on the default fan curve. Massive heat sink, but it fits nice in my micro-atx case. The fan it comes with is super quiet, and it comes extra metal clips in case you want to have 2 fans on it. Also comes with a massive philips screw driver with a magnetic tip that I use for everything.

Check out the Scythe Mugen 5 rev B, it's about $5 more than the Cooler Master but it's got a much beefier heatfin array and 6 heatpipes vs 4 on the Hyper 212.

Howeve rthe ml240 is fine enough if you are going for aeshethics. Couple extra things as well:
- 3800xt is not worth 10 dollars over the 3700x, its not really any faster so unless its at the same price or cheaper, get the 3700x.
- Dont do static voltage overclock in ryzen, it suffers from rapid degradation even at a conservative 1.3v, i suggest to just let PBO do its thing which delivers better performance than manual overclocking 9 times out of 10

Any big cooler will work.
I recommend the Scythe Fuma 2.
You can also do the Scythe Mugen.
The bequiet! Dark Rock Pro 4 and Noctua ND-H15 are the top of the line.
You can also go for liquid cooling. The Arctic Liquid Freezer is the best bang-for-the-buck. 240 or 280 are great (should be $120 USD - don't pay more).

For Amd Ryzen 5 3600x , there is not much difference compared to the Ryzen 5 3600 and cost ratio of performance is not good. go with 3600
For the cpu cooler, if you want to save some money go with a scythe mugen 5 these perform worse than noctua d15 by a couple temperature but cost less.

If you go with a 10600K, then you should go with a Z490 motherboard and not a B460 motherboard. The opposite is true in my opinion for the 10400. In either case, the B460 and the Z490, would allow you to upgrade from a 10400 or 10600k to a 10700, 10700K, 10850, 10850K, 10900, 10900K AND the next generation of Intel (so 11400 11600k and so on). The Z390 platform does not accept 10th (or 11th) gen processors. So the only upgrade from a 9700K is a 9900 or 9900K. You would have to buy a new motherboard to do anything beyond that.

The Cryorig H7 is a very highly rated cooler that would fit, but is just a bit above your price range. It actually looks like the deals on CPU coolers are sparse in general, at the moment.
I agree that a 120mm AIO isn't really going to knock your socks off, which is why I kind of threw the option in at the end.

Yes, that looks like it comes with 2 fans compared to the ones on Amazon in the USA right now. This is the single fan version for less. You can always add a 120mm fan if needed later.

Ah, if it's an AIO, the pump is probably dead. I don't know what type of warranties IBP has but I'd recommend buying an air cooler on Amazon so that you can quickly go back to using your PC.
