For anyone wondering how much something like this would cost. Monitor (150-$300), wheel pedal set ($310), wood/ carpet ($70), car dash and gauge cluster materials ($150) Misc. IE nails, staples, screws, glue ($40). Around $800 to $900 total. Edit: you would most likely need a decent PC to power this setup. I strongly recommend against consoles for racing sims.
You would need a set of pedals and a wheel with an optional 6spd shifter. https://www.amazon.com/dp/B00Z0UWWYC/ref=cm_sw_r_cp_api_i_U4JgEbY6CQXTQ
A dash from any car which you could find at a junk yard (preferably with working gauges)
Follow this tutorial for the gauge cluster. https://youtu.be/L59NL9EuEdM
Build a wooden frame for the dash as this guy did. https://youtu.be/jFm_hsv4quU

[Race Wheel] Logitech G29 Driving Force Feedback w/ Pedals (PC, PS3, PS4) $229.66 ($399.99 - $170.33)

All sorts of them.
People use full rigs. Michael Conti won with a G27 at his desk with a single monitor.
If you're starting now you're at least a year and a half maybe two from the pro series anyway assuming you're really good.
Just get a G29: https://www.amazon.com/Logitech-Dual-motor-Feedback-Responsive-PlayStation/dp/B00Z0UWWYC/ref=sr_1_1?dchild=1&keywords=Logitech+G29&qid=1586886622&s=electronics&sr=1-1
And an H-Pattern shifter: https://www.amazon.com/Logitech-Gaming-Driving-Force-Shifter/dp/B00Z0UWV3O/ref=sr_1_2?dchild=1&keywords=Logitech+G29&qid=1586886622&s=electronics&sr=1-2
Or a G27 on eBay: https://www.ebay.com/itm/Logitech-G27-841000045-Racing-Wheel-Shifter-and-Peddle-Set-Used/324135672839?hash=item4b77fddc07:g:qDsAAOSwNKReldk6
Then upgrade one piece at a time if you want to. I recommend eventually getting a button box to map pit controls to and a couple extra monitors.
FINALLY, and MOST IMPORTANTLY:
Don't assume you're going to run Cup. You might find you don't enjoy it, even if that's what got you interested, and that's fine. Hell, you might start running on the road side and decide you want to focus on that. Nothing wrong with it.
To get to Cup you're going to have to start with Street Stocks and Legends cars, then take some path through Street Stock C class, Late Models, K&N, Modifieds (S&K and Tour), Indycar Oval, Trucks, Xfinity, whatever. The exact path you take is up to you.
Personally, most of the time anyway, I run Legends cars. I think they're a blast. I run Trucks sometimes too. Don't be in a rush to get anywhere, just enjoy the ride.

13 bucks a month sub plus 12 bucks for each car you drive and 15 for each track.
Tracks and cars are the real wallet killer. You'll start as a rookie, where the cars and tracks are free, and you decide what to buy from there.

That's not a deal, that's the regular price without their special url that gives whoever created the URL profit off our clicks(purchases).

Edit: I was never saying this exact setup would cost $900. This is a very well done setup that more than likely cost over $2k-$3k. I was giving an estimate for people who don’t have a lot of money to blow and are willing to do quite a bit of DIY. A really nice dash with carbon, such as many of you pointed out, isn’t gonna be something you can just grab from a junkyard. But a functioning clean dash off of any old car would work fine. Also many of you pointed out that TVs/monitors are more expensive than that, yes, sure if you buy them brand new with 4K and 144hz. This comment was describing the bare minimum cost of doing something like this. The sky is the limit when it comes to racing sim. I was giving you the very base level. THIS IS SOMEONE ELSES COMMENT

I've been sim racing on the PS4 for just about 5 years. A FFB racing wheel can really change your perspective on sim racing. The level of immersion and the overall enjoyment jumps by orders of magnitude when you get one. All of the sudden you feel like you're actually driving the car. It's incredible.
On the PS4, you'll need to buy a product that is specifically licensed for the PS4, or it won't work. You'll hear a lot of recommendations like, "Just buy an old Logitech G27. They're great!" They are great, but they won't work properly with the PS4. On to some actual recommendations.
Bargain wheels: Don't waste your money. There are some sub-$200 FFB wheels on the market, but they're not worth it IMO. Yes, you'll see tons of reviews out there explaining why a $150 FFB wheel is "just fine", but trust me, if you're going to spend $150, you'll wish you had spent $250 in 6 months.
Best bang for your buck: Logitech G29, $250-ish. This is a gear driven FFB wheel from Logitech. It's basically the G27 with some updates. Praised for it's sharp, responsive feedback, but criticized for the rattle associated with gear lash. A very popular choice and a solid wheel that should last years.
A step up: Fanatec CLS Elite Starter Kit, $570. More than double the price, but the FFB from this wheel will blow your mind. I raced on a Thrustmaster T300 Ferrari Alcantara for 2 years before upgrading to a CSL Elite wheel + ClubSport V3 pedals, and it would take many paragraphs to explain the difference in quality and experience between Fanatec and any other consumer racing wheel. When I first started shopping racing wheels, I went right past Fanatec because I thought they were overpriced. Now I think they're under-priced.

This is an email I sent a friend who gave me no budget. Formatting on reddit is a bit off.
Below I lay out requirements then optional equipment. Total cost for what I have would be $2600. However, since your stuff would be newer, the PC and VR headset would be better than mine.
Required; Initial cost $1300 - $1800:
- PC - $1100 (could cut costs down to $1000)
https://pcpartpicker.com/list/qBtnjp
This computer would bend mine over
I can help you build it
- Steering Wheel / Pedals - $224 - $600
A lot of options here
Logitech wheel+pedals is your best-cheap option
This one is similar to mine, slightly cheaper
This one is what I have
And I upgraded to these pedals
These have what's called a "load cell" brake where you have to push it really hard, as you felt. Big advantage for road racing.
If you find a wheel by itself, I could give you my pedals.
- iRacing - $55 subscription for your first year
$110/year full price but I've never paid that as I re-up on Black Friday sale
$12 per car/track. I've bought around 50 over the course of 2+ years.
Optional:
- Oculus Rift S headset - $400 (could also use 1 or 3 monitors)
This is the newer version of mine, much better
- Cockpit - $390
GTRSimulator - GTA Model
Price goes up if you need a cockpit that will hold monitors.

If you can get your hands on a PC racing wheel pedal like the one on the Logitech g29 and use a speed controller then it's super easy to wire up. I'm thinking about writing up a tutorial if I get time but you just have to cut the wires from the potentiometer and wire it up to the to the potentiometer on the pedal. You'll have to probably cut the housing a little bit but it will be worth it to give your kid a real throttle.

Youtube: I'd suggest starting with Mustie1. He does a lot of small engine repair, which may do a decent job of teaching you how internal combustion engines work. They don't get any simpler than that. Here's a good one where he salvages an old VW engine
Game: Car Mechanic Simulator. It might be a steep learning curve for someone who doesn't know cars at all. There's no tutorials on what goes where. Conversely, it's a little too simplistic once you know cars very well. But if you're somewhere in the middle and want to turn wrenches without having a car on which to do it, I suppose this does the job. I own it and I fire it up every once in a while and still enjoy it.
If you want to get into the driving side of it, try a driving simulator. For a beginner, I'd try something with a large variety of cars and tracks. Assetto Corsa, Project Cars 2, and Forza Motorsports 7 are all good enough. You'll need a wheel setup and I recommend a Logitech G29. It's expensive, but it's the best bang for the buck and you'll be able to use it for years. I still use my G27 setup from a decade ago.

~430 - Entry Level Cockpit
~280 - Wheel/Pedals
~200 - Cheap TV
-25 - TV Wall Mount
~700 - Gaming PC
~30 - Mini Keyboard/Mouse
~30 - Cheap Headset
Optional/DIY - Button Box
I built mine up over 3 years slowly adding stuff until I had a full cockpit. This list is similar to what all I have. It's all entry level really. You can easily spend much much more.
