Ok in terms of CPU performance about the best in the business rn is the ryzen 7 4800h but since it's an H series it needs good cooling and it won't come in some of the thin and light in this price range and might be a little over the 1k budget(~1050). Other than that you're also sacrificing a bit of battery life.
The cheapest one I found was the Levono Legion. Comes with 8 gb RAM and 512 gigs of SSD storage and GTX 1650. The keyboard is a definite upside and the panel is pretty decent too with a 120hz refresh.

The problem is that your use case isn't very demanding, so getting a stronger CPU isn't going to change anything. A durable and reliable business level laptop will make an impact on your experience, simply because they are a lot less likely to have QC issues, have good support, and will last.
The strongest option available to you is the Lenovo Legion 5, but I don't think it suits you best.

Bestmarks for example lists the HP spectre at 16999, abroad it's around 1249USD (Approximately 12000 MAD). That's a 41% cut.
I found the Lenovo Legion 5 on Amazon for 989USD, it ships to morocco but if we add shipping and import fees it becomes 1323,24 USD.

I recommend the legion 5 with 8 core AMD Ryzen 7 4800H.
It has enough cores to help stream and doesn't have gamer accents so it should be pretty stealthy in public.

I just stumbled across the Lenovo Legion 5 just a few hours ago. Its 15 inches, 512 SSD and 8gb RAM expandable to 32. And it has the Ryzen 7 4800U. For 879 USD.
Its on the upper end of my budget but that looks like a very good configuration to me. Especially due to the processor and expandable ram.

Check this out, you might like it. Processor has 8 cores compared to the i7-10750H with only 6. This also has a 120hz screen so it should be worth it.

If you can, you should consider an AMD Ryzen 7 4800H CPU. This new series of mobile chips are not only much cheaper than Intel chips but perform better. Rocket League is dependent on the CPU for stable frame rates (lots of physics calculations in the game), though you'll need a discrete GPU like the one you listed to get high frames. Ryzen 4800H is what you want for this. You can get a nice machine with that CPU for under 1k.

Best Gaming Laptop For a College Student?
I'm going to be in college next year and I'm looking for an affordable laptop (Less than $1200) for gaming and all of my college needs. The main things I'm looking for in the laptop are: portability, battery life, a 15.6 inch display, thermal management, and 512 GB SSD. For the graphics card, I'm looking at the GTX 1650 or 1660ti.
