I’m new to VR with my Rift S but I bought a cable pulley system. It comes with hooks or sticky hooks and you can hang them on the ceiling and behind you some. I have mine set up to be behind me a bit and I have free motion in my entire playspace without feeling the cable much at all. It’s designed really well and highly recommended.

I enthusiastically second that. I bought the KIWI system for $30 and months later I'm still very happy with it. I used the included adhesive mounts, since it's in a garage where I don't care about the paint, and it's holding perfectly.
After getting the tension right with the recommended three-point installation, I don't really feel it pull at all unless I go way out to the corner of the space. If I turn completely around many times it can cause some tension from the twisted cable, but that occasional issue is way better than having the cables at my feet all the time.
I have an Index and didn't need extension cables with the computer being right up against the tracking area, which is about half of a two car garage. The computer is near the middle of one of the longer sides, so it's as close to the center as possible while being outside the volume.

Oh your going to love it. I went all out myself a set. Go on Amazon and get the wall hanger, base charger for the controllers (looks like wood. Doesn’t come with a wall charger so order a dual 3W USB charger.) The thing to order is the wire hanger so your not stepping on or rolling over your cable.

Try to position the pulley closer so it's not stretched as far. The further you stretch them the more tension it will add. Also kiwi has a newer system (the pro) that has less tension on the cable. Maybe just replace your last pulley closest to your headset and it would fix it.

Everyone is talking about the greater resolution, when in fact if you have a high end gaming rig the rift s will produce a more superior graphical experience compared to the quest 2. Even when using the link cable it's not as clear of an image and some users report latency issues. The wire on the rift s can be easy dealt with a basic ceiling cable management system. It makes sense obviously a $600-1000+ gaming PC will be able to run the game at a a superior texture quality compared to a mobile processor.

For the blurriness, try adjusting the Inter Pupillary Distance between the lenses, or seeing if the headset being higher or lower makes a difference. Otherwise, the $1000 Valve Index has a higher FOV, meaning you'd probably be able to see more unblurry parts of the screen, but it has availability issues right now.
For the cable, this is the best cable management system out there. Watch a video on it first to make sure it'll work with your play space (high enough ceilings, flat ceiling, etc)

Personally I don't turn around a whole lot, even though I play room scale with full movement. So it's not something that will necessarily lessen his experience. As for the office chair. That's a great idea, and you could easily combine that with some retractable pulleys, to solve the tangling issue. And then if you also install TurnSignal, as others have suggested you should be, everything should be A-OK.

Pulley systems are one of the best ways to get rid of cables imo.

Yes, so worth it! I recently got a pully system and it is awesome. I was always stepping-on my cables or running over my cables with the chair wheels. Now the cables are kept above my head. Hooray!
The only downside is sometimes I end up twisting around and around and so does the cable. You have to be careful of that. With the cable above you it is much easier to move about, leading to twisting this way and that. Just be careful/mindful of which way your turned and all is good. Try to turn more with the hand-controls than your body.

Cable pulleys so that you're not tripping over the cord all the time
And some 1/4" x 1/16" magnets to use as spacers for the face gasket. Helps with making the hmd fit better

The full kit has everything needed to start playing. If you would like to get the cables out of the way during gameplay then maybe something like the Kiwi v2. The HMD's cable is 6m long while the base station's power cable is 4.5m.

If you're worried about tangling cords in the chair, try this. Hang the cords above his head so he can at least turn a couple of times around without having to worry. That combined with the turn signal app to prevent serious entanglement and I think he'd have even more of a great time than he already will!

The best ceiling pulleys I've used by far are the second generation Kiwi "silent" type. The first gen ones are noisy and use a braided metal wire cabling which binds up inside the reel and causes issues, or at least half of the pack I bought did that and were nearly useless.
They're more expensive than the other pulley kits for a reason. All of the others I've seen, and even ones recommended up until pretty recently use the braided wire and carabiner clips or rubber O rings on the cable. The Kiwi v2 ones are much quieter and use a silicone rubber type fastener to hold the cable with 3 positions so you can tighten or loosen it around one or multiple cables at once.
Both types of kit (and I imagine kits from other brands and copycats) come with the same setup hardware. Screw-in hooks with anchors and adhesive squares with a metal J hook. I use the latter on my drop ceiling supports.

i have a similar set up and honestly lately i've just been playing with the cable on the ground. The index does a really good job I've noticed where the cable just falls down the middle of my back. Simply it's much more comfortable than dealing with the pulley system. I have the same pulley's, you might try the updated version as I've heard they have less pull

The Kiwi pulleys are amazing. Any set will do but the kiwi ones feel really quality as well as you can adjust the length of the slack so you can adjust the default height. And they come with s full set of adhesive hooks and screw hooks and a couple extra so in total it's 8 of each hook. You can use the extras for hanging up the index when not in use.

I think my router was the problem, but I had an awful experience with a powerline adapter. Did not boost my internet speed at all.
I installed one of these bad bois in my rig and my internet got better, but I still had really bad latency when trying to stream games. Im giving up on wireless until I move out and get my own internet plan.
The Kiwi pullie system is amazing imo. The only thing you have to deal with is the cord wrapping around itself, but that can be fixed in seconds and really doesn't bother me. If you can't end up getting wireless to work I'd suggest the pullie setup.

some things to consider is a stand or hanger for the headset, pully system for Vr cables to be hooked up to the ceiling. Not sure what else to consider getting as I'm in the same boat aswell.
Closer to the shipping date I also expect to see VR cover have replacements for face mask aswell as Mamut grips for the g2 so you can let go of the controller (knuckles style)

This is the product I recommend though I don't have experience with other brands. The end of the video also shows the triangle I mentioned. I personally widened the triangle since it kinda works as a sort of trolley for the other pulley that goes down to the headset.
