Unless he's been living under a rock, I think he'll understand.

10700K is a little over USD 400.

Can a 7700K be worth over USD 150?

So, uh, LGA1200 socket this i7-10700k looks like it's compatible. https://www.amazon.com/Intel-i7-10700K-Processor-Unlocked-BX8070110700K/dp/B086ML4XSB/ref=sr_1_1?dchild=1&keywords=i7-10700K&linkCode=ll2&qid=1600227625&sr=8-1&tag=girgammal-20

Or go with the Hero XI for the LGA 1151 with 300 chipset for the i9-9900k. Hmm...

Might just get the Ryzen 3700x with an AM4 Board. Seems to be several hundred dollars cheaper and easier to get. Concerned about BIOS issues though.

Is it this one? https://www.amazon.com/Intel-i7-10700K-Desktop-Processor-Unlocked/dp/B086ML4XSB I think the most I could spend on the CPU with my budget is probably 400.

MSI Z97 Gaming 5, i7 4790k @ 4.0GHz, Corsair Vengeance DDR3, (4x 4GB) dual-channel, all purchased in Oct 2016. MSI RTX 2070 from July 2019 and the system drive is a 1TB 970 Evo+ M.2 NVMe from March 2020. Your assumptions were a bit off, but I won't downvote you for it.

I consider a glitchless play-through of HL Alyx to be a pretty solid credential for a system's "new enough-ness" to run a Rift-S, which after a USB 3.1 upgrade, my system handled just fine. About a month transpired since I finished HL Alyx, with no hardware/configuration changes, and now my Rift-S is essentially useless.

The headset's USB is plugged directly (no extension or hub) into a Startech USB 3.1 PCIe card, whose mystery is only exceeded by its power, provided by a rather skookum Seasonic 1kW angry pixie box SATA connector.

Not that I'm throwing cash at this Rift problem, but Half Life releases have traditionally motivated my upgrades, and I suppose the core of my system is due for an upgrade as you so eloquently pointed out. My cart of new components:

MSI Z490 Ace, i7 10700K, & Corsair 2x16GB C16

The parts alone are roughly $1000 - $1100 including a power supply, and with some flare and a nice case added on it's probably more like $1200 - $1300.

You could save hundreds by building it yourself. Those parts do not total over $1,528.

Motherboard ($145): https://www.amazon.com/ASUS-ROG-B460-I-Motherboard-Addressable/dp/B087M43LRN/ref=sr_1_3?dchild=1&keywords=ASUS+ROG+Strix+B460-F+Gaming&qid=1605470736&sr=8-3

GPU ($329): https://www.bhphotovideo.com/c/product/1577031-REG/asus_dualrtx2060o6ge_dual_geforce_rtx_2060.html

RAM (actually got faster and cheaper RAM with different brand..)($51.99): https://www.amazon.com/TEAMGROUP-T-Force-Vulcan-3000MHz-Desktop/dp/B07QNKJVR8/ref=sr_1_3?dchild=1&keywords=16G+ddr4+3000mhz&qid=1605470876&sr=8-3

SSD ($115): https://www.amazon.com/Kingston-Internal-Security-SA2000M8-1000G/dp/B07VXC9QMH/ref=sr_1_1?dchild=1&keywords=kingston+a2000+1tb&qid=1605470923&sr=8-1

CPU ($379): https://www.amazon.com/Intel-i7-10700K-Processor-Unlocked-BX8070110700K/dp/B086ML4XSB/ref=sr_1_1?crid=15FM8BMM3U71N&dchild=1&keywords=intel+core+i7-10700k&qid=1605471020&sprefix=intel+core+%2Caps%2C215&sr=8-1

Let's assume case, cooling and cosmetics total about $250 (which is generous)

This build totals just under $1300. And Amazon is considered overpriced in many cases for PC parts, too, so if you hunted around you could get this stuff cheaper.

Not a crazy high "pre-built tax", but $250 is $250.

A 10th gen Intel CPU needs to be on a 400 series chipset like B460 or Z490. Get the latter if you plan on getting a K processor (you most likely are if you willing to spend 400 dollars on a CPU).

Here's some of the CPUs that I could find:

i7 10700k:

https://www.amazon.com/Intel-i7-10700K-Processor-Unlocked-BX8070110700K/dp/B086ML4XSB/ref=sr_1_3?dchild=1&keywords=i7+10700k&qid=1607807745&sr=8-3

https://www.microcenter.com/product/623048/intel-core-i7-10700k-comet-lake-38ghz-eight-core-lga-1200-boxed-processor

i9 10850k:

https://www.amazon.com/Intel-i9-10850K-Desktop-Processor-Unlocked/dp/B08DHRG2X9/ref=sr_1_1?dchild=1&keywords=i9+10850k&qid=1607807808&sr=8-1

https://www.microcenter.com/product/626745/intel-core-i9-10850k-comet-lake-36ghz-ten-core-lga-1200-boxed-processor

As for a motherboard, I would recommend any Z490 motherboard from a reputable brand.

I personally have a Asus ROG strix Z490F motherboard for my i7 10700k and it works flawlessly
