I have a Ryzen 3600 and just bought and installed this CPU cooler. I'm idling at 40-55 c, with a p300a case with 1 intake and 1 exhaust fan. Then, stresstesting the CPU with AIDA64 made it go up to a max of around 88 c. Is this normal? And yes, I peeled off the bottom sticker of the heatsink and oriented the fans properly.

If you're not planning to overclock, you don't even need an aftermarket cooler since the 10400f comes with one. The stock cooler isn't as good as AMD stock coolers so maybe if the temps/noise are too much for you, you could get a cheaper air cooler like this

Of course, I'm not sure how stock coolers will perform but they do make some good air coolers that are more than capable of running a slight OC. I recently bought ID-COOLING SE-224-XT for my R5 3600x and love it. I'm running about 38C idle and haven't passed 66C under a load with it.

A million times better. I run a low power server, no gaming and relatively little cpu usage. None the less the stock cooler would ramp up like a jet engine every 60 seconds or so. I put on a tower cooler and now temperatures are 15° cooler and the system is quiet as a mouse. I used a knockoff of the 212, but it works great.

1) Use AMD's Ryzen Master utility for temps, It will give you the temps the CPU is going to operate by and what temps the CPU is going by for boost etc.

2)If the cooler is the Wraith Stealth short tiny, all aluminium its basically garbage. Did a customers system with Ryzen 5 3600 that came with said Wraith Stealth it was basically a hair dryer with high temps. Swapped to a cheap tower cooler and boom 20C drop.

I would recommend getting a proper cooler depending on what you case supports..

I was looking for a well-priced cooler for my Ryzen 5 1600 AF. I considered the Hyper 212 Evo Black Edition from CoolerMaster, but I wasn’t crazy about the looks. I found this cooler from a video by Craft Computing on YouTube. It’s the ID-Cooling SE-224-XT cooler, $25 on Amazon!!! This model comes with one 120mm PWM fan with vibration pads. I replaced it with two 120mm Arctic P12 PWM fans in a push-pull configuration. I also added Arctic Silver thermal paste. I was able to take my 1600 AF to 3.9 GHz on all cores at 1.2125 volts. In a 10-minute Cinebench R20 run, I maxed out at 60 degrees Celsius on the package! I just wanted to share this neat find with everyone, because I think it’s an awesome value for anyone who wants to replace their stock cooler on a budget! It also comes with mounting hardware for Intel LGA 115X and AM3+.

If you're feeling a bit more spendy, the Scythe Fuma2 is a great performer as well. I put that Scythe Fuma2 in a build for a friend and it indeed, does the job. Looped Cinebench R20's kept it slightly warmer than my 280mm AIO cooler.

Your PCPartPicker link is set to private, so we don't know what you're using. I used a Ryzen7 3700X for the Fuma, and I'm going to replace my dad's R5-3600 with the ID-Cooling unit.

ID-COOLING resells Aliexpress style coolers. They are dirt cheap and perform really well for the price. $22.50 on Amazon Prime, I challenge you to find a better price/performance cooler.

The fan will probably last a year before the bearing goes out, but just throw another cheap fan on and keep rocking.

Make sure you use a good quality thermal paste. MX-4 is pretty good, Thermal Grizzly and Antec have some better ones.

you might be able to pull off 4.0 ghz but with the stock cooler id aim for around 3.9ghz. The bigger boost would be overclocking your ram if possible. It takes a little while but gives a very noticeable gain especially for high refresh rates. For ram overclocking this video is showing stock memory vs tuned memory (a $100 kit of gskill flare x 3200 cl 14 memory, very good for ryzen). The actual numbers would be different for your cpu but the percentage gains would be about the same so it could be like a 20% boost.
