I would RMA again to save yourself the headache. Especially if you've already done extensive part-testing, all signs point to another bad mobo.
The reason I say to go ahead and RMA is that the amazon reviews (even some of the higher star ratings) talk about DOA boards, and having to replace them.

Swapping motherboard in prebuilt
My friend has a prebuilt HP Pavilion 690-0010 but bought a GTX 1070 along with a new 500w power supply and new case. I am helping him pick out a new motherboard as well now. I am thinking about getting this one.
My question regards whether or not there will be any compatibility issues or not. I have built two PCs before but I am not extremely PC savvy yet. I have checked and see that the MOBO I picked out has an AM4 socket and supports DDR4-2666 RAM which is what is in his HP Pavilion.

I can only recommend what I decided to go with being a budget PC for my mom that's better than a store bought one. Which would be any of the 2 Gigabyte A320M boards that should be 3000 ready according to their page and they're both around $55. For my budget build personally I'm just going with the $80 B450M Pro-Vdh for my 3300X. And any B450M will be good for the 3200G or 3400G.
If you're a gamer and visit them a lot, here's another option. You can do the 3400G as is and play games at 60FPS on low settings at 720p OR for almost the same price as the 3400G you can get the 3200G plus a used RX 480 and have a better gaming experience without breaking the bank. (depending on prices in your area of course)

Depends on what CPU manufacturer you have/want.
AMD has some decent ones for Ryzen - Gigabyte A320M-S2H or Asrock B450M-HDV for example.
I'm not really up to date on Intel side, but found MSI H310M Pro VDH
Either way, you're not going to get a high quality board for ~$50-60. These are going to be OEM bargain bin quality for basic consumer home/office prebuilt systems. Capable of some gaming, but not really built specifically for gaming.

Those freezes seem to be a common problem with those Gigabyte A320 motherboards. it's likely caused by a faulty M.2 slot or C-states control issues. My friend is interested in building a pc but he’s on a really tight budget so I wonder if A320 motherboards are worth it. I found this video and this guy was able to run an R5 3600 on a gigabyte A320M without any problems. The vrms didn’t overheat but the bios need to be updated first. Apparently gigabyte is shipping this mobo with an updated bios with the new stock so it seems like a great deal for $54.99.

That's a pretty big bottleneck bro. Overclocking would not help much because you will be limited regardless. If you have the budget to buy a new processor and motherboard that would be your best bet.
Overclocking it is not worth it imo.

I dont know much about cd players so you will probably need to do your own research about that.
Total 694USD, mostly because of the disk drive. All of those parts are compatible, you get 6 cores 12 threads, a pretty good gpu at its price, and a case that you can slap a disk drive into. You can go with a lower spec gpu if you want to get the price down more, but the 1660 can play pretty much any game high settings 60fps at 1080p. The xbox one x launched at 500 USD and this system minus the disk drive is only pocket change more and totally demolishes it performance wise

But I still feel like I don't have everything. Becuase now I know that I also have to get a wifi card. I know you have to buy windows, and you also to plug it into a USB port. Will that work with the stuff i've got? The parts people recommended me and the tutorials on how to choose parts didn't discuss a wifi card. I heard that some Mobo's can have a wifi card built in and they're typically crappy. We have really really good wifi where I live because my dad is a Progammer and says it helps him work, so i'd want to take full advantage of it so on Minecraft I don't suffer any server-side lag (lag caused by the wifi network connecting to the server, not your PC).

PC will only have 240 GB of SSD storage right now but you can always add a HDD later for mass storage and please “don’t” remove the ssd and just buy a HDD right now, the SSD is an integral part of the build and is much much faster and is needed for the OS and applications to work properly (the OS boots in about 15 seconds with an SSD but will take about 1.5-2min with a HDD as a boot drive). Just is an example that will happen to every program you use but not to that extent.
