If you use GOG Galaxy (the desktop client), you can have access to all your third-party libraries, Steam's included. GOG does have achievements, and currently you can get CP77 for GOG at $50 on Amazon.
I personally got it on Steam, since I barely use any other store.

Amazon pre order comes with a physical case with all the goodies inside of it for PC. No disk, but you get the art booklet, map, stickers, all that shiz. ALso it was $19 off. Don't know if the deal is still up.\

I pre-ordered the PC version on Amazon in Oct. Ever since the latest delay to Dec 10th, Amazon's listing for the PC version has been showing "Currently unavailable":

Does anyone know if there is an actual physical copy release of Cyberpunk 2077 for PC? Amazon is selling it. It seems to include some physical goodies plus a game code. Thanks to a random work perk I can get it for free (it's the right price), but I don't know if it's a real thing or not. Anyone know?

It sounds like you're having a bit of trouble navigating the pre-order situation for the game, so hopefully I can shed some light (apologies if you already know this).
To start, the probably the most important thing to remember is: Regardless of where you pre-order the game from, you'll ultimately either end up downloading the game from GOG or from Steam.
Both are platforms that let gamers buy, download, and manage their games.
Retail (Physical) vs Digital pre-order
You can either pre-order a physical copy of Cyberpunk (which comes in the classic video game case) or a digital copy.
The physical copy of Cyberpunk does not come with a disc in it: it comes with a code that you redeem on GOG to download the game. You can get a physical copy from Amazon and Best Buy.
The digital copy of Cyberpunk allows you to download the game from the platform you pre-ordered from: GOG or Steam
Steam vs GOG
Choosing between getting the game on Steam vs GOG is largely a matter of preference.
Both platforms come with different features which may or may not be important to your boyfriend.
Your original post makes it sound like your Boyfriend primarily uses steam. I'm in the same boat, and asked over on r/GOG about pros and cons of preordering on GOG vs Steam.
I don't know if this is meant to be a surprise, but it may be helpful to ask him if he cares whether he gets a game from GOG or Steam.
But in any case, worst case scenario is that you cancel the preorder and buy the game on the other platform. So you should be fine either way!
