Yup, try and stick to 3000Mhz and above at least. Generally 3600MHz CL16 or 3200MHz CL14 is considered the 'sweet spot' for Ryzen 3000/5000 but 3200MHz CL16 and 3600MHz CL18 is also pretty good for the price and is only like 1-2% worse.

Again thanks so much for the response. I guess when I said pointless I was having two conflicting motives. Of course, the goal of Bdie and max performance, means thats right in line with every other brand. However I didnt really understand the diminishing returns involved. If the hardware these days is so optimized that paying double only gets 5% more headroom, I think it would be wise to not do that.
Another option someone else mentioned in /r/overclocking E die RAM, which is news to me. Specifically they linked This Crucial Ballistix kit which I am not sure will fit in the TU150/NH-D15 combo.

Ryzen scales a lot with memory frequency.
I recommend getting Crucial Ballistix 3200c16 (here's an Amazon link) and overclocking it as much as possible.
I personally have a similar ram kit and I have it overclocked to 3733cl14 with tight timings.
On the 3400g you can expect it to top out somewhere between 3466MT/s and 3733MT/s.

This is a really good deal considering this kit has historically retailed for $150 - $275. There are cheaper rev. e kits available, but I'm pretty sure these are binned better. Get these if you're into OC-ing and want to get the tightest timings possible. Otherwise try to grab one of the standard kits.

I would upgrade the ram to a 2x8GB 3000 or 3200MHz kit. That will be the biggest bang for your buck. This would be an excellent choice.
After that I'd say GPU. That's gonna depend a ton on your budget but I'd say go for a 1660 at least to be able to see an appreciable difference. 5600XT would be a great upgrade.

Also here is the crucial model I mentioned. I have the previous version. Can even get it to run at 3200 on my r1700 on asrock x370 killer sli. That's a board known to have trouble with fast ram.

Could I install 1 stick of this ram in the second slot of each channel? If not, could I install them both in the first channel, then the 2 8gb sticks in the second channel? I know it's RECOMMENDED to use the exact same modules in each slot, but would I have problems if I used this to get me to 48gb of ram? Overkill for my purposes, yes, but I want it anyway :) Isn't that the American Way?

What specific memory modules on the board matters. 3200 will be objectively better than 2133 and will give you much better CPU performance.
BUT if you want 32gb of memory, I'd stick with Micron E-die And buy this kit right here. You should still be able to overclock it to 3600mhz CL16 with Ryzen Dram Calculator.

To add to u/Muffin69Butt's post, a set of crucial ballistix 3200mhz RAM is $70 on Amazon.. It overclocks to 3600mhz without issue.
Since your build is budget oriented, I agree that a C14S is unnecessary. I would personally recommend a Fuma 2, but something like Mugen 5 would also be plenty. They offer better performance per dollar than a C14S.
If you have a Micro Center nearby, you can save a bit more money on your motherboard and CPU by purchasing from them.
The Asus Strict B450I would definitely be suitable for your build and prevent any top exhaust fan fitment issues.

The Ryzen 5 3600 is a 6 core CPU. You should look at a computer build guide to learn how to install a CPU and RAM into a motherboard, and how to install a motherboard into a case.
DDR4 is the spec or generation of RAM. Your current system is so old that it uses the last generation of RAM, so it uses DDR3. For a new system, you must use DDR4. 16gb is the amount of RAM, which will allow heavy multitasking. 3200mhz is the speed of the RAM which decreases access times, effectively speeding up the system. The crucial ballistix sport lt 3200 mhz CL 16 (on Amazon US) is generally considered pretty good and cost efficient. It is micron E die RAM and can be overclocked. It generally works well with Ryzen per discussion on the AMD subreddit and tech youtube reviews.
Crucial also sells a newer version with an upgraded heat fin/spreader (slightly larger heat spreader I believe). The newer version is not labeled "sport LT" but it is also micron E die. The newer version is slightly more expensive than the sport LT. Newer version on Amazon US

Theres a kit by cricual ballistix thats like $70, its 3200 cl 16 and overclocks well.
Even if you cant currently go over 2666mhz you could possibly tighten the timings and subtimings to a very large degree for better performance. If/when you do get a newer ryzen processor that kit works extremely well with ryzen, I have a ryzen 2600 and because of the memory controller being not as great as third gen ryzen I got it to 3466 cl14 with most people with ryzen 3000 processors getting 3600 mhz cl 16 on average.

Differences in price on the same product but they differ in color is pretty normal. For example, this Crucial DDR4 kit is cheaper with the black heatspreaders versus the white one. It's supply/demand.

The only immediate upgrade you can do that will make substantial difference is a new GPU, but it's gonna cost you more than $300 to be an upgrade from a 1070 and your CPU may leave a lot to be desired if you do get a new GPU.
You can update your CPU, mobo, and RAM though for a little over $300.
If you do this your system will be ready for a new GPU down the line and it can handle pretty much anything higher than a 1070.
My last possible suggestion would be a new monitor, if you're still rocking a 1080p 60hz panel you may want to update that to say a 1080p 144hz one or a 1440p 60hz. It's not a performance upgrade per se, but a visual upgrade for your eyes lol.

You can save like $80 by going b450 BUT it is not future proof. Most b450 boards dont have enough room on the bios chip to upgrade bios for zen3. Something to keep in mind but personally I think you should go b450 and save that extra scratch.
If you really do need a monitor then we can cut more corners. If you have a microcenter near by you can walk in and walk out with a bomb ass system like this for even cheaper. They have an inhouse lianli lancool 205 that is better in some ways than the nzxt h510. The look very similar but the lianli costs 10 or 20 bucks less.
