I am using Govee TV LED backlights, they works surprisingly well and its a quarter of the price of philips hue lights.
This is definitely a good placeholder until I decide to bite the bullet and get the philips set up, just waiting for the price to go down.

There is no direct hdmi feed so it's not as accurate so to speak, but all hdmi input lighting currently maxes out at 60hz, so I'd much rather have my ability to use 120 hz and lose a little more accuracy, as well as save enough money to buy 4 of them at least.

There is some audrino projects for diy out there, but the whole process seems very complicated.
Pros and cons, it has a visible camera that scans the tv, and some ppl say that compared to a diy projects that it's not as responsive. The biggest pro is it's plug in and use and budget friendly compared to the hue.
Also, I've see other products that are similar to the Hue, where the HDMI gets plugged into a box.

I tried this, and while it worked great for a few months then it just stopped communicating with the camera. Support was great though, they sent me another one and it didn't fix it so they just refunded me.

It uses a camera that mounts to the top of your tv so that it would work for whatever source the video is (like OTA tv that does not come through HDMI)
I have no clue how well it works. Some YouTube videos are out there.

Not too expensive, but I just don't like the look of the camera perched on the tv.
Maybe I will give it a go since working from home seems to be giving me a bit more free time.

it's not always accurate but it doesn't a nice enough job. I have one on another TV and I like it.
One of the nice things about it is that is works for literally ANYTHING that appears on your screen (so apps from your Smart TV). The hue sync box does not.

I made one a couple years back. Look up diy ambilight.The version I made used my computer and an arduino, but here's one that looks closer to what you want: https://www.instructables.com/id/DIY-Ambilight-With-Raspberry-Pi-and-NO-Arduino-Wor/
Heads up though, costs add up fairly quickly. If you can handle the wait times, your best bet to stay within budget is aliexpress.
This product isn't the best implementation I've seen, but it's cheap...if you look at the video in the reviews, you can see that it doesnt provide much "detail" (Im use that word rather loosely). Personally I find the camera ro ne offputting though.

I just found an alternate solution that I've never seen before using a camera instead of HDMI.
Without owning the product, these are some observations from reviews:
Pros seem to be that its smart tv compatible. No need for relying on HDMI for a signal as the camera will just pick up the color from the tv and produce it on the LED strip. The cons are that since its camera based (doesn't seem like a very good camera at that as well as the number of points you have to select on the app based on the warping from the camera angle), it will pick up environmental light and not produce accurate light onto the strips. If the tv is too bright, backlighting might be washed out. It also doesn't seem to have that precise, bleeding edge effect with the colors so its not as if you're fully emerged into the video content.

At this point, I cant really think of any other solution other than manufacturers building it into their tv so they can output the signal on the edges of the screen into built in LEDs on the back of the tv for responsive backlighting.
