I have a P1 G1 and had a similar experience with a USB-C to HDMI adapter, when trying to connect to a TV. If I connected the TV directly to the HDMI port of the P1, then it worked fine. If I connected via the USB-C to HDMI adapter, then it didn't work.
The same USB-C to HDMI adapter worked fine to connect a Macbook to the same TV. USB-C monitors also work fine with the USB-C ports on the laptop, so I just speculated that it was an incompatibility with the adapter.
This is the adapter that I was using. Haven't tried any others.

That should work. - plug one monitor into the HDMI port on that - then use something like this (or any USB-C to HDMI cable) on the other port on your Mac for the second monitor.
I hate the mess of dongles Apple makes us go through, but it’s the best way to do it how you described you wanted it.

FYI any HDMI to USB-A adapter will have to use DisplayLink which basically can't use your GPU for graphics so video playback and graphics will be super slow. Also, you need to install the DisplayLink driver for it to work from here https://www.displaylink.com/downloads/macos. However, HDMI to USB-C adapters will work a lot better because USB-C supports native video output without any software trickery like DisplayLink. get a cheapo adapter like this https://www.amazon.com/Adapter-QGeeM-Thunderbolt-Compatible-Pixelbook/dp/B07JW7GT7H or something instead of the USB one, it will be less annoying to use and will have better video performance.

Hey man - I think I've got the cheapest solution and it works great for me. I've got a USB-C hub that effectively gives me an extra USB-C port (here) with an HDMI and USB-C charging cable running out of it. Last, I've got a cheap USB-C to HDMI that works great (here). If you need pics or an explanation let me know.
Assuming you already have two HDMI cords, you can get an extended display set up for a MacBook with only two USB-C ports for approx. $44.

Now here’s the thing; I don’t know why you need both hdmi and vga but I’ve given you some options here.
I don’t want you to spend like a lot of money on these stupid cables so I’d recommend going for the one you use most in “Apple” quality (and cheaper for the one thats not that important) as they have both the hdmi and vga variant. But keep in mind the Ethernet is better plugged in alone.

You have a couple of options here. Below I have added a couple options that I believe are viable, and the one that I feel is most practical that I currently use (I own a c940 as well):
Keep in mind, I sent just about the first ones I looked up. there could be better offers out there or ones with better reviews. This is simply just to give you a general idea of what your options are.
USB-C to HDMI Cable (15ft $25.49): Amazon
USB-C to HDMI Adapter (Need HDMI Cord as well - $12.99): Amazon
USB-C Hub (Will need HDMI Cable as well - $29.99 & $57.99 models): Amazon ($27.99 version)

I personally use the USB-C hub from Lasuney (The $29.99 version). It comes with a micro SD card reader, SD card reader, Ethernet connection, 1 HDMI port, and 3 USB-3.0 ports. Not to mention that there are even more on the $57.99 version (Amazon) but it was a bit overboard for my personal use. I believe that it is the best for the price considering you are now giving yourself 3-more USB-A slots, as well as an HDMI connection among others.
Again take it with a grain of salt, you may be a lot more simple than I am and have fewer things to connect to your laptop. Each use-case is different, so I would do a little bit of your own research to make sure you have what you need. Who knows, you might actually need the larger hub, or maybe just the HDMI cable.
regardless, enjoy the laptop as well, but be careful the aluminum chassis does allow it to get hot when you put a relatively significant load on it. so give it some room to breathe. Extra props to you if you can lift the back end up with something that wont constrict airflow.

Have you tried using both the VGA and the HDMI out on the dock at the same time to reduce the setup to one of the USB C ports? Just curious I have a similar setup in the works. I'm Going to be using 2 Dell 1909w Monitors which only have VGA and DVI input, so I will be using 2 HDMI to DVI adapters to connect the monitors to a USB C to dual HDMI hub ( https://www.amazon.com/gp/product/B07ZD2SQ7C/ref=ppx_yo_dt_b_asin_title_o02_s00?ie=UTF8&psc=1 ). if you're gaming on a pc, wouldn't you be using the gpu to drive your monitors? Unless you're using an egpu, which would mean you just want a thunderbolt 3 kvm dock. Level1techs has some pretty cool kvm options. ebay also has retiring enterprise grade stuff.
not sure if this would be helpful, but this is my setup. I have 2 1440p monitors hooked up to my gpu via displayport, then when I need to use my mac with the monitors I change monitor inputs to hdmi, and plug my macbook into my caldigit ts3. monitor 1 has active displayp port to hdmi + hdmi cable. monitor 2 has usb c to hdmi (QGeeM off amazon) + hdmi.
all my input devices are connected to a 4 port usb hub which is connected to a usb input kvm switch.
I'm driving a 34" ultrawide and a regular 27" just fine with my 2018 Macbook Pro 15". I haven't tried clamshell mode since I prefer having it available as another screen for me.
