1ms is a marketing gimmick, no monitors are a true 1ms at desirable settings that don’t result in ghosting or overshoot.
Instead, pick a nice IPS monitor for the best colors. Think about refresh rate too if you’re PC gaming as well or trying to futureproof for the PS5 which will probably support high refresh rate games.
I recommend a something like this for the best value.

You need to check the list of the monitor's inputs and see DisplayPort. You also might need a DisplayPort cable - some monitors have it in the box. And you also need Freesync support, so that the monitor can lower the refresh rate if your card can't keep up.
One good candidate is the Acer VG240YP. It's 144Hz, but a bit more expensive than you want.

Curved is better on larger screens (32") whereas below that it's barely noticeable. I use a 24" curved at work and the only thing it does is make it harder to see at certain angles.

As the price of 144Hz monitors have come down, almost everything that used to exist between 60Hz and 144Hz has mostly disappeared.

I have the ips monitor linked below that I got for 150 during Black Friday. I like it a lot and haven’t noticed any blurring issues while playing rocket league or fort nite. The only weird thing is that the only mode it looks good in is hdr mode which I don’t believe actually does much in terms of hdr. In this mode the colors in my opinion look fantastic and it does go to 144hz. The only issues I’ve had with it was that the stand is sub par and the free sync only works through DisplayPort. The second one was more of a pain to figure out then an issue.

Mainly asking because I'm not familiar with all these freesync, gsync, adaptive-sync, etc technology and the Acer Nitro VG240Y Pbiip says is compatible for AMD?

I would probably go with a 144hz ips monitor for your needs, 24in is a good size for 1080p, big enough to see everything and not to big to notice pixilation. That monitor you posted is a TN panel. I'd recommend against TN, since it has practically no benefit over an IPS panel (which offers much better color quality). This is a good budget monitor:

I just recently purchased the Acer Nitro VG240Y P
I have 0 complaints about it and the colors just shit on my TN. The only downside is that the stand is static so you can't adjust it at all.
The other complaint about this monitor is that Freesync doesn't work with Extreme Overdrive. But i play games like Rainbow 6 (Plat 1 Rank) and CSGO (MG Rank) and the response times feel super crisp.

I read decent reviews about the new Asus TUF VG249Q and it's not extremely expensive, plus there is Acer Nitro VG240YPbiip which should have same price and same panel as the AOC 24g2u. There are some reviews about these two monitors here on this sub, I guess you can give them a read. :)
