Hi there, so I'm honestly not so sure what is your ideal battery life but this Asus Vivobook 15 costs $400 (can be like $10 cheaper if you choose an older processor that is still good) and it has an average battery life between 5-6 hrs. It supports fast charge tho so you do have that going for you. It might not last all day but you can juice it up quickly. At the moment I am trying to find the exact windows version it runs after getting out of windows S to see if it's compatible with Citrix, I'll reply here if it still interests you.

This Laptop would fit the bill. It has a decent processor speed and RAM. The HD is a little small but if you are just playing Minecraft and browsing the internet you should be fine.

If you want a Chromebook, those aren't too hard to find. Basically any Chromebook above like 100 dollars will be more than enough for what you're trying to do.
If you want a good Windows laptop, the Asus Vivobook 15 is a good place to start.

Look into the $600 Lenovo Flex 5. Seems good for what you're going to use it for.
If you want something even cheaper the $400 Asus Vivobook 15 is also an option. If you go any lower in price, you're going to see some real bad QC or heavy drawbacks.

Electronics. Ever go into a 3C and look a laptops and find that they want to charge you NT$17,000 for a low end processor, with 4GB of RAM and a 128GB SSD? All the while the same machine in the US with 8GB of RAM will run you NT$13,500? The same goes for TV's, audio equipment, and many other products that are physically manufactured here but easily cost an additional 20%.

One decent option to consider is the Acer Aspire 5 for $650. It has a low end dedicated GPU which should be great for any moderate gaming (including GTA 5 at ~60 FPS on low-medium), a 10th gen i5 processor, and 512GB SSD. It's also reasonably portable at 4.0 lbs and has a mediocre battery life.
You could also consider cheaper options like an Asus Vivobook at $400. It'll still work well for productivity but it's integrated graphics will struggle with any graphic intense gaming. Games like GTA V would probably be playable but only on low settings and may have frame drops.

If I were you I would try and find something with at least 8Gb of ram, even if it means holding off a couple more months. Back to school sales will be starting soon.
And if by chance you live in Canada look at an SPC card (Lenovo and other manufacturers offer huge discounts)

You could maybe get away with it. But it looks like it falls below the minimum specs recommended to run the latest build of Minecraft Java Edition, which are:
- CPU: Intel Core i3-3210 3.2 GHz / AMD A8-7600 APU 3.1 GHz or equivalent.
- RAM: 4GB.
- GPU (Integrated): Intel HD Graphics 4000 (Ivy Bridge) or AMD Radeon R5 series (Kaveri line) with OpenGL 4.4*
- GPU (Discrete): Nvidia GeForce 400 Series or AMD Radeon HD 7000 series with OpenGL 4.4.
The Inspiron 15-3552 only has a non-hyper threaded Dual Core Celeron, with the highest clock speed being 2.16 GHz. The recommended minimum CPU is a hyper threaded dual core with a 3.1 GHz clock speed. There is a Pentium version of the Inspiron with 4 'processing cores', though its clock speed is even lower than the Celeron, at 1.6 GHz.
It meets the 4GB Ram Requirement, and can be upgraded to 8GB. Unfortunately it only has the integrated Intel HD graphics, which eats into system memory.
So while you can probably install and play Minecraft, you'll probably have to play on reduced video settings and expect poor performance in general.
EDIT: I see the Dell you're looking at goes for about $400 on Amazon. If that's your price point, and you want a laptop that can easily handle Minecraft and other light gaming tasks, here are a few suggestions:

If you don't mind me asking, which would you pick between these options:
Some gaming would be nice, but I have a pretty good desktop, so definitely not a priority. It would be used mostly watching things on, web browsing and for some side work (mapping, illustrator, publisher), although I have a work laptop.
450$ is probably my limit. Since it won't be getting much use (being my third computer).
I guess a nice screen would be a plus, but not required since it's budget.
I can also upgrade ram if needed.

Since no one has given you a decent answer. I will recommend some for you at different budget/price points. An important thing to note is that a laptop with an SSD will give you the best performance. It basically just means that the storage where Windows 10 is run off of is faster. This is what all Apple laptops have in order to run fast. I would recommend buying something in the sub $500 range as it will give you an SSD to run Windows 10 and most likely include an HDD for storage such as folders, hw, photos, video, ect. Although you could always just buy an external storage for that. Anyways here are my picks from a quick search on Amazon.

Another thing you might consider if you're on a budget is to go to a computer shop and ask them to install an SSD on your laptop so that it can run faster.

Here is a $400 Asus Vivobook 18
It has a reply stunning look to it and a backlit keyboard. It has Integrated graphics Intel 620 which will get you decent frame rates of about 40ish at med-low settings. See what you think but with a budget that low, you aren't going to get descrete graphics.
It comes with a 128GB Nvme SSD, which means it has the fastest SSD available (in theory) and storage speed will be no problem. Although 128GB is only enough to run Windows and a few programs so I'd recommend buying an external hard drive, maybe even just a large USB stick, and running the server from there (just make sure it is rated for atleast 50MB/second. I have experience with bedrock server software and It's pretty easy to run from anywhere. However, If you don't want to, You'll be fine to just use your internal storage if you don't plan on installing any other large programs.
8GB ram, easily upgraded to 16 buy buying another stick
i3 10th gen is the latest processor generation to come out. i3 is a very good line for this budget. I have a chip like this running in my Linux machine and I have no complaints. (According to Intel, the chip should retail at $281.) It has 2 cores and 4 threads so it should be enough to run Minecraft And the server software together. Perhaps a drop in game quality may take place (probably like from 40fps to 30fps)
