Both the ASRock B450M Pro4 and the ASRock B450M HDV R4.0 motherboards have the BIOS Ryzen 3000 series ready. They're go to motherboards for Zen 2 chips, especially when OP's are not going to be overclocking. And especially for the Ryzen 5 3600, as it can keep up with GPU's priced under $1000 without the need to OC.
I'm not exactly sure what makes you think they're not Ryzen 3000 ready or that they could need to be updated when they already are.
Don't you think that manufacturers know what people are gonna be using these motherboards for in 2020? They're not gonna ship you something that you're just gonna ship right back. Even their description pictures have been updated, and now show Ryzen 3000 series ready in them.

While RAM is important, I'm still not sure what type of performance increase you think DDR4 3600 gives vs the DDR4 3200 in League of Legends using a Ryzen 5 3600/RTX GPU.
As for buying custom cables for a PSU, what does the OP need those for? You can try to use white as much as possible but that tiny white detail in a white case with black on it everywhere, is just unnecessary. $140 devoted to a PSU in a non-OC build is unnecessary in general.

You can OC on B450. If your looking for a cheap board, here is an Asrock board that I am using in a build and have no problems with an R5 2600 running at 4.1ghz. But if you are wanting to push things as far as they can go then you will want an X570.

Depends on what CPU manufacturer you have/want.
AMD has some decent ones for Ryzen - Gigabyte A320M-S2H or Asrock B450M-HDV for example.
I'm not really up to date on Intel side, but found MSI H310M Pro VDH
Either way, you're not going to get a high quality board for ~$50-60. These are going to be OEM bargain bin quality for basic consumer home/office prebuilt systems. Capable of some gaming, but not really built specifically for gaming.

That statement is objectively false. A quick search on Youtube shows that a 3100 is about equal to a 9100F at 1080p with identical RAM speed and timings (<1% average FPS difference). If you want to use a 9100F like this, you'll have to buy a Z390 motherboard ($130+); a 3100 can do this with a cheap B450 ($70+).
A more accurate comparison can be seen here, where the 9100F is tested with 2400 MT/s memory, while the 3100 is tested with 3000 MT/s RAM. The 3100 comes out with a clear victory, having better average FPS, 1% lows, and 0.1% lows in every game tested (except for 0.1% lows in DOTA 2).
Comparing cost:
- 3100 ($99) + B450 ($70) + 2x8GB 3200 CL16 RAM ($58) = $227 (Edit: a B450m PRO4 has a much better VRM for a bit over $10 more.)
- 9100F ($72) + B365 ($75) + 2x8GB 3000 CL16 ($55) = $202—significantly slower (on average) than a 3100 when RAM is locked to 2666 MT/s.
- 9100F ($72) + Z390 ($134) + 2x8GB 3200 CL16 RAM ($58) = $264—equal (on average) in gaming to a 3100.
Buying a 3100 will give you significantly better upgradeability as Ryzen 3000 prices keep going down. In several years, someone with a 3100/B450 will be able to upgrade to something like a 3700X for less than $200. On the other side of things, prices for discontinued Intel processors rarely ever drop and often increase.
If you can find a 9100F for a really good price (\~$50), then it might be a viable option. However, with current prices and Intel's arbitrary RAM speed limitations on low-end motherboards, the better overall choice is the 3100.

That a pretty decent amount! I personally recommend doing a CPU/Motherboard upgrade, maybe more RAM too. Within the last 3 months I rebuilt all PCs (3 total) in my house using Ryzen 3rd gen.

Playing and streaming on the same machine really benefits from multi-core CPUs with "hyperthreading".
I think your cost effective bet would be an Intel Core i7-9700K verses a Core i9-9900K which adds nothing to gaming benchmarks, but you should at least try gaming and streaming at the same time with your current setup before you spend any additional money.

As you can see from the above comparison the Ryzen 7 3700X is a much more capable gaming/stream/multi-tasking CPU.
B450 motherboard for a Ryzen 7
If you do decide to go AMD then you'll also have to reinstall Windows and all of your other programs too.
