If you’re not crazy for RGB you can buy a 5 pack Arctic F12 120mm fans on Amazon.
These are great as case fans and you can daisy chain them if you have limited headers.

Noctua NF-F12 are the best of the best but they’re a bit pricey. Personally I’d grab 2 of these 5 packs and keep one for a spare. The 3 top fans should be exhaust and the other 6 for intake. With all of those fans you’ll have more than enough airflow, so you can play with the fan curve and set their speed lower so you’ll have a nice quiet system.

I went with these, and at 9 fans they are about as quiet as you can expect, but are not RGB. As a side note: it's worth spending a few bucks on a fan extension cable for the Lian Li; paired with the x570 Tomahawk I had issues connecting the top fans to the mobo and ended up using the pump fan power connection, which is also 4 pin. It works fine once you set it up as a system fan in bios, but not ideal if you're trying to hide wires.
I'm still keeping an eye out for deals on RGB fans, but these are fine in the meantime.

Nah, leave the passive cooler alone. But help it with more case fans. Will help that future RX580 too.

I've got the DLM 21 white mesh. Love it! Went with an ID-Cooling SE-224-XT ($30) and Coocat extensions ($20), and for fans I got a 5-pack of Arctic F12 PWM PST ($25), which have white blades at least, and are super good price/performance. I didn't really land on the white theme until after I had picked up my blue RAM, so it's not fully white, but it's mostly there.

If you don't care about RGB, I'd go with 3 of the Noctua NF-F12's or the 5 pack of Arctic F12 PWM's (you could bottom mount a couple extra intakes this way).
If you do want RGB, I'd go with something like these Cooler Masters for something that performs decent and looks decent. If you just want whatever looks the best (subjective obviously), Corsair LL 120's are pretty but they're expensive.
I currently use 4x120 and 2x140 Corsair LL's in an O11-XL. They're pretty, but I got most of them on a price mistake. I'd probably get something else if I were starting fresh. Oh, and they're also annoying to wire.

Here is a list that might go work. I went with Intel for this as CAD software is typically more optimized on Intel processors and some may take advantage of the iGPU. I included the RTX 3070 on the build but you could go for a 3080 if your budget is high enough, and you can also go from a i5 10600 to a i7 10700 based on the budget.
I went with a lot of ram and storage here because of the engineering application (Are you doing SolidWorks flow simulations or anything?).
The case I included in the build was the one you posted, but if you want a normal small form factor case, I'd recommend the NR200 or the NR200p (18L volume) which has a glass side panel. If you want something smaller, there's the Loque Ghost S1 (8.5L volume), in which case you'd need to change the CPU cooler to a Noctua L12 Ghost edition.
As for case fans, you could go for a pack of Arctic F12s or if you really care about silence, then go for as many Noctua NF-F12s that your case supports (the difference in noise isn't very high so you'd be fine going with the arctics) If you choose to go for the Loque Ghost S1, then you'll want to go with a 25mm top hat for the ghost.

1) Don't overbuild with a higher-tier CPU. It's a waste of money.
2) Don't split storage, and don't buy excessive storage to start. It's a waste of money on your initial budget. I'd opt for SATA SSDs at much lower discount prices, but you seem intent on M.2, so that's what I included in this list of parts. I've found SATA SSDs more than fast enough for flawless triple-AAA gaming.
3) Buy the case fans. They're quiet, and they're efficient. Don't compromise on airflow in the case, under any circumstances, ever.
4) PSU wattage is often much less significant a factor than the quality of the unit. Don't underspend on your PSUs, ever.
5) Buy the parts, and enjoy.
