I was clear with my reply. The promotion terms vary by SKU, and for my 3950X it included two games (The Outer Worlds and Borderlands 3 + ECHO Skin in-game item) as well as XBox Game Pass. This promotion is still shown on the AMD page I linked to, and you'll see that the Ryzen 9 entry lists both games as well as XBox Game Pass.
On Amazon's item listing (using the 3950X again as an example), you'll see that under the "Special offers and product promotions" subheading, it clearly states:

I did see in another reply of yours where you say that you were able to confirm the validity of this promotion after looking into it, but I wanted to follow up with you here as well. If you dont need all those cores, you could always go with the 3950X, and it's way cheaper. I'm waiting to see if the price dips after they come out with their next gen. Even a 3600 would be a huge leap over an older i7. I switched from a 7700k to a Ryzen 5 3600 and noticed a difference.

Agreed.
Though, I think AMD is need of keeping affordable products on the shelves more so than high end products. Its something like only 1% of builder purchase a CPU over 400 and a GPU over 300. Most purchase in the 200 range for both. So, they need to keep cheaper dies readily available and just a few of the high end dies.
That said, is there is still any sort of supply issues for the 3900x? I had no issues purchasing it same day back in October. It's got next day delivery on Amazon for $492 right now.

I cant imagine the CPU being that much of a bottle neck, but if you were to upgrade, it would definitely be the CPU. For your use case im pretty sure AMD is the better choice just all around.
Like you would prob be wanting more cores.

I would recommend doing more research into this specifically. I doubt you're going to get a good answer here, because built-in sound is good enough for the vast majority of people, so sound cards are a niche market. Maybe try asking on an audio subreddit, such as /r/headphones.

Honestly, just any generic DVD burner will be fine. Even the most basic ones at this point will be more than good enough for CDs. If you somehow have problems, just set the write speed to 10x and it should be fine. You won't find a CD-only drive, they just aren't made anymore.

Something that will be "going strong" in 10 years is going to be very hard. You're going to need a top-of-the-line CPU, motherboard, and RAM. I would recommend a Ryzen 3950x, MSI Prestige X570 Creation, and 32GB of 3600MHz RAM. Luckily, you can upgrade these parts in the future if they start having a hard time, but it's very unlikely you'll need to considering how powerful they are.

Since Ryzen CPUs don't come with integrated graphics, you're going to need a GPU. But if graphics aren't important, something like a used Nvidia GTX 1050 from eBay is plenty.

I listed a few in Q3, but other than that, you ABSOLUTELY need an SSD. I would recommend this for a system drive, and probably this as an extra one for storing large raw audio files. As for PSU, this should have you covered, you'll want a Noctua brand CPU cooler like this one, and for a case/fans, just get whatever looks good to you on Amazon. The MOST important thing when building any PC these days is to put everything into https://pcpartpicker.com, it will tell you if there are any incompatibilities with the various parts.
