The memory controller is on the CPU, with that being said I would also take into account a little cheap testing. This is what I did.
I ordered a Ryzen 3200G it’s a 2nd Gen processor, so it’s compatible with your mobo from Amazon and popped that into my motherboard to test if it was the CPU and sure enough my CPU was dead. I love my motherboard and simply refused to believe it was dead.
This cheap little processor is good for testing because it has onboard GPU so that will also let you bypass your dedicated video card if your motherboard has a video port on it.
You can probably get it from Bestbuy too.
Very last tip, check your mouse to see if the RGB or laser light at the bottom is showing or caps lock on your keyboard. If those don’t show most likely CPU.
If your motherboard made it to boot/led then it passes its POST. But you could have bad DIMM slots. Only way to know for sure is to check with another CPU.

CPU seems very weak. AMD processors are good nowadays as long as they're Ryzen. You could go for a Ryzen APU build with a nicer processor and then start saving for a dedicated GPU, will be much better in the long run.
Something like the Ryzen 3200g would be good. $89 on Amazon currently, the money saved from not buying a graphics card should maybe cover the ram and mobo

Athalon 200G is a decent dual core CPU released 1 or 2 years ago by AMD on the AM4 socket. It can definitely play Minecraft even without a GPU and some other older games. For the record, a post like this would be better for /r/buildapcforme (and might get taken down by the mods actually) but I'm procrastinating work and like small PCs so I'll bite.
This is a pretty tall order. SFF (small form factor) PCs are kind of hard to work with due to cooling, power supply, graphics card sizes, etc. Your best bet if you really want something that's really small is to use a CPU that has integrated graphics like an AMD APU, but those aren't the best performance-wise. If you're willing to go a little bigger you can get SFFPCs that can fit dedicated graphics cards, but if your budget is really less than $400 then that will get hard if you want something that can emulate Xbox and PS2, since emulation is actually pretty hard to do with cheap hardware. I'd recommend looking around on /r/sffpc to get an idea of what kinds of things can be done in small cases (bearing in mind that many people over there will spend hundreds if not thousands of dollars in the name of making their PC smaller or faster) and consider what you might be able to do balancing size and cost.
There are plenty of build guides aimed at building PCs for $500 or less you can look around at, both on pcpartpicker or pcmasterrace, but it would be tough to get those into a small case.
Gun to my head, I'd go with something like the InWin Chopin case, which is insanely small (and comes with a power supply), grabbing an APU like the AMD 3200G, sticking it on whatever ITX motherboard you can find with the cheapest ram you can find, grabbing a m.2 drive, and hoping it can run the emulation you want.
Fair warning, ITX boards are insanely hard to find now. I was just barely able to grab a new one the other day after a couple weeks of searching to no avail. B550 boards will be coming out soon and there are ITX models of those announced, but they're going to be a fair bit more expensive. This is about as cheap as I can imagine something like this getting. If you're willing to go bigger you could probably spend less on the case, but then you'd have to get a PSU so it would likely wind up being a wash. The board I put on that list is out of stock absolutely everywhere right now, but when it shows up it's usually around $130 shipped, as are most other B450 ITX mobos, so I just put that price in there manually.
edit: just remembered that the Chopin actually wont' fit the stock cooler that comes with the 3200G, so you'll have to buy a separate cooler like the Noctua L9i, so add another $40 or so to the price

Could swap to an AMD board and get one of their 3000G series APU its a 100-160$ chip that goes in the cpu slot and it acts as both CPU and GPU and can run most AAA games on low-med at 50-90 fps and then you can up the graphics depending on what framerate your comfortable with. You would need to swap to an AMD motherboard. But it would almost certainly be an upgrade to both your cpu and gpu and then down the line you could plug in a dedicated graphics card and then a little further down the road drop in a new cpu.

If you do this I would recommend making sure your AMD board will be compatible with the AMD 4000 series when that comes along because by the time you're looking to upgrade CPU thats what you'll be looking at.

Assuming you need a case, PSU, motherboard, CPU and RAM then $300 is going to be very tight.

Hi, so I would suggest the Ryzen 3 3200G, which is from their most recent series and will give you a bit more performance with overclocking. Also, the OLOy 16GB 3600 MHz kit will do you better with your CPU and just overall daily usage. As for PSU, this a great one that has a long-term warranty, gold, and modular: EVGA SuperNova 650w Gold+. There are 2060's in sales for about $300 and would give you a better performance.

I only went with 256GB for the memory because this is mostly going to run streaming services, so physically memory wasn't important. I wish the quarantine wasn't a thing since Microcenter was selling the 3200G for like $75 and would have been a 10 minute trip for me.

Literally a $22 stick of ram. Much better can be had for $30.
960, or for $20 more, a 970, both outperform anything a One X can do. Literally not gonna get a GPU past the 2000 series or even 3000 brand new, unless you find that shit in the back of some dusty old pc shop. There are complete box ones for maybe $10 more.
Case about $30 but I really leave this one open ended in any build for what that person may want. You can literally find a used case on craigslist for $10.
Builds about $320 for everything. This much MUCH outperforms the GPU and CPU vastly in the One X currently. Thinking that Zen could ever be touched by Jaguar is like.. Really short sighted. I also don't appreciate having to do the leg work for you. If you really think you can't pick up used $20 CPUs and $40 gpus on ebay like the 780 I dunno what to tell you, but it would be much smarter to just slap a better gpu in a prebuilt you found on facebook marketplace for $100. While I made the claim, I also gave you all the hints you needed to fact check this and you were just like 'do all the work' and I did, so, now what??

Ok here are the parts: cpu , motherboard , ram , 256gb ssd , 1TB hard drive , case , PSU , monitor , keyboard and mouse combo , GPU . The graphics card is optional but if your mom ever needs to do something graphics intense than it will help a lot. -What are you plans on overclocking , if given an overclockable rig , will you overclock it for a slight boost in performance ? Overclocking means increasing the speed of processor manually for a slight boost in performance . I want to have the option of overclocking available. I don't know if I necessarily need it but it sounds like an option I would want to have. -Which programs and games do you plan to use ? The main program I want to use is gazebo, I've done some research and it seems it's most compatible with nvidia graphics cards. 1650 Super $259

-What is the maximum budget you can stretch upto ? I can probably stretch up to 1,400 -What do you prefer more Best performance or Best bang for buck ? Choosing rtx 3060ti means going for best bang for buck and choosing rtx 3070 means going for Best performance ? Rtx 3070 offers just a very slight performance gain over 3060ti but is around 100 dollar expensive than 3060ti I would rather go bang for my buck
