The reviews done at release determined AMD was the better chip with the 3100 priced at $99 and the competitor from Intel priced at $120 to $140.
Well, ever since then the price of the 3100 has been around $120 to $140 and the intel chip is on sale everywhere for $99.
AMD needs to actually manufacture the products they say they will, or stop creating products specifically for reviewers that aren't actually in the wild, or are in the wild in tiny numbers.
AMD send all YouTube reviewers a 3100 and 3300x. They wanted the entire market to know how awesome those chips were. They did this knowing that they weren't manufacturing many of them and most people wouldn't get one, but they did it explicitly to take the wind out of Intel's release of their 10th gen with 4 core, 8 thread parts at the i3 level.

If you get the 3100 you dont need to buy a cpu fan since it comes with one. So you can take out the cost of the cooler and it comes out to around the same price.

Hey man, since someone gifted you a 1050ti (that is amazing!). The 3200g is not longer the best option because you would be wasting the integrated graphics that cpu has. Your pc would have 2 gpu but you are going to use only one.
I think you should be going for a ryzen 3100. It's quite new and a beast and its about the same price of the 3200g.

I strongly advise you don’t buy into HDD technology for a gaming PC in 2020. They are already obsolete. Pay $20 extra now and save yourself the headache down the road. It’s worth having only 1TB for the performance trade off. Plus, you can always add more later on.

Also, this case is $30 more, but comes with 3 fans already installed and has excellent airflow.
I’m recommending you spend $50 more total, but I can nearly guarantee you’ll be happy you did a year from now.
Oh and save yourself $10 and get 2 extra cores with this 2600. That 3400G in pointless if you’re getting a dedicated GPU.

Otherwise, the Ryzen 3 3100 and a decent B450 and a B450M motherboard (as long as the seller moves motherboards, it should be a recent enough bios).

You could go with the i3 9100F and a motherboard for around $40 cheaper, but the upgrade path is much worse (lacking hyperthreading).
Intel just released 10th gen, but is limiting their CPUs by removing XMP support / Ram overclocking on motherboards that aren't Z series, so the performance is worse than AMD.
Edit: You could get an i5 prebuilt (look for a full sized tower with a i5 6400 or 7400 or i3 8100 or better), add a PSU (make sure the motherboard isn't using proprietary PSU) and add the GPU.

Wow wow wow! I was not expecting all these answers! Thanks guys. This is a build I put together using r/buildcores , sort of using your advice. Can you guve me any suggestions? EDIT: The price is normally $710-$720 but the monitor fluctuates a lot. I am hoping graphics card prices will go down by winter.

Honestly. If 530 is your limit, then you are skimping too much to fit a CPU and GPU in now. 1st, that CPU is NOT worth $130. Either 100, or no go. Secondly, then what you would save could get you a 16GB of RAM and likely a much better PSU. That PSU is trash. 3rd, 150 is too much for an rx570. At that the point a 1650 super is 10 more and much better.
You sacrificing the SSD with the cheap and terrible A400 which was never a good SSD it was just the cheapest option when people were going from HDDs to SSDs in the old days. You are buying a terrible PSU, and skimping on ram when even basic programs like google chrome are starting to max out 8 GB of ram with a decent amount of tabs open all to fit a CPU that they are charging 30% more for and a 3 year old GPU, that uses 5 year old architecture (rx570s are the old rx 470 rebranded and with minor tweaks for new hardware). Seriously PSU prices are sky high. 60 won't get you something good like a year ago, and low end EVGA are garbo explodos. Just 3 weeks ago people were paying 100+ for basic good tier PSUs. Just because something is name brand does not mean it's good.
I think you are better off with my first build with the 3400g and no gpu, and then buying a GPU later on for christmas if you can't do 550 or so. With the global recession, brand new parts like new GPUs coming in fall, and the mass PC building panic buying for people board stuck at home which is finally ending. October and november might have insane deals as everyone who was waiting decided to buy like 2-3 months ago.
On that note, please don't spend a 150 on an Rx570 in this day and age. 130 max. A mini 1650 super is only 10 more and better.
If you are really dead set on an 250GB/ HDD combo to save money over a 1TB SSD, get this or this instead. The first drive is better then the a-400 and has a DRAM cache, and the second is NVME, so uses some of the system ram as a DRAM cache, which a normal SATA non-nvme M.2 like the a-400 cannot do.
TLDR: you are better off going 3400g no GPU at $530 with a good PSU, 16 GB of RAM, SSD with DRAM cache or an NVME drive, then going with 8GB of ram, a terrible dramless sata m.2 drive, and especially the PSU. IMHO, Buy strong bones that will last, and add a gpu later if the 3400g isn't good enough.

I get it, 10 dollars here and there across the build adds up a lot at budget prices. But in every case above the 5-20 extra gets you huge jumps in part quality or performance. If you really need to skimp, then consider buying a 500 GB HDD for 750 GB of storage, because HDD storage is cheap, and you can always add storage later. It's better to skimp on storage now and add more later.

Let start with the long term investment:

Windows 10: Free, I wouldn't get a license since you can technically use it without activation, but some niche features won't be available.
Hard drives: 2Tb is about $53 on Amazon.
SSD (optional): 500g for $60, 1tb for $100. Games will load much faster.
RAM: DDR4 3200MHz $40 for 8gb, $65 for 16gb optional

Grand total: $681, $31 above your budget. Prices are high if you don't have any reusable parts. Due to the pandemic and low MSRP, some prices are way inflated. The upside of new hardware is that if you want to upgrade down the line, you will be able to. I choose AMD over Intel for its upgradability - with AMD you just swap the CPU, while with Intel you change both motherboard and CPU.
If you don't mind using used parts, you can get an even better PC, but that would require you to do a lot of research, price hunting and understanding of market value. You would need to look on Craiglist, Facebook Marketplace, Ebay for the best deals.
