Depends on the receiver, how you're using it, the ambient temperature of the room, etc.. But think about this way: the heat coming out of those vents isn't going anywhere - it's just trapped in the inch of space between the receiver and the bottom of the shelf. It's not doing the receiver any good.
These things give off a lot of heat, and one of the thing they tell you is to give the vents as much room as possible to allow air movement, to draw the heat out of the unit.
Personally, I wouldn't be comfortable with an inch; however, if you don't have a choice, maybe see if you can set a USB fan up on or around it somehow to draw the hot air out. Something like this.

the advice to move the receiver was unintentionally ambiguous regarding where to move it. I could't speculate whether the inverse is best practices (i suspect it's not). I've got these fans on top of my amps/receivers- which keep everything cool, even during "concerts" pumping

USB fans are a good option if you have a screen or egg crate lid! If you're not using a lid, you can get clip on fans that attach to the rim of your tank and can be angled downwards. I don't suggest using frozen water bottles or ice packs. As they melt they can cause temperature fluctuations which can stress out your lotl.

I play via open RCT2 on my late 2011 macbook pro. I elevate my computer with a stack of books on the right side, and some external fans blowing up on the left side. With that set up, the internal fans are going at their normal speed as if my system was idle on the desktop.

I was thinking into buying the 120mm version that is 2 fans and mount them in the corners of the cabinet. Maybe doing 1 intake in the top right, and 1 exhaust on the top left.

Nice. Just yesterday I put my router on top of these. It isn't a ton of power but it seems fine at the moment. It's better than nothing. I just wanted to reduce the soak a bit.

What are you feeding it from? PC?
I experience this cut outs through HDMI when my PC is not rebooted for some time and have all the memory eaten. Restart helps for a month or so.
Also such cut outs can happen when HDMI board is overheated. Try putting small PC fan on top of your receiver if it's in tight space and don't have enough ventilation. You can feed fan from USB port of your receiver if you are handy enough or buy something like this
I'd say it's premature to trash it.

These are what I use and I have two of the 120 mm ones one of which blows out of the back of the cabinet and the other sits on top of the consul blowing heat away from it so it doesn’t get sucked back in… I know it seems a bit much but for a gaming console that’s as powerful as mini gaming PCs it’s great. And it’s almost not audible when running.

That stuff will probably be fine without a ton of airflow. All of that is passively cooled anyway.
This is kind of exciting because she's teeing you up for purchasing a new network cabinet. Dont forget to hide the cords running to/from it with something like this.
Alternatively, if you are just going to tuck them away in a regular "kitchen cabinet" or somewhere similar, these little usb powered fans are fantastic for airflow. They are designed for electronics like this. One of those devices probably has a usb port that can power them so you dont even need to plug anything else in.

I have and i7 mini as well and its a great little machine, just that as you said, it does have some thermal management issues. Here are some stuff that you can do to:

Apple wants its products to be super quiet, so they purposely don't allow the Macs fans to spin faster until the cpu is VERY hot and thermal throttling. The 1st and easiest thing you can do is to get an app called MacsFanControl. MacsFanControl is an app that allows you to control your Macs fan speed. You can set it to run at either a constant speed/rpm all the time or you can set it to run the fans based on the CPU PECI sensor temp reading. I personally set it to change the fan speed according to th CPU PECI sensor temp reading. I have it set to start speeding up the fans at about 55 degrees (celsius) and to have the max speed set to around 80 degrees. If you don't mind some extra fan noise, than macsfancontrol is a great tool! there's a free and paid version, but I suggest you just stick with the free one. The second thing that you can do to your mini is to take off its bottom plastic cover. You can take it off using something like a guitar pick. If you can't figure out how to do it, you can just search up RAM upgrade videos and they show you how to. The reason why you take off the minis bottom cover is to improve the air circulation. The second thing you do is to raise the mini above the desk. Another thing you can do is put a fan directly on the bottom of the mini to better improve the air circulation. The third thing you can do is sort-of similar to the 2nd one, just that instead of raising the mini above the desk, you put it on its side using one of these special stands Mac mini Stand. You then take the bottom plastic over off to improve the airflow and as a bonus, you can buy some small 80mm fans like these ones Dual 80mm USB Fans and put them on top of the mini.
